About the role
Work Illustration Responsible for the day-to-day, end-to-end delivery of an outsourced portfolio of the organization’s capital, maintenance, and externally initiated programs. This includes providing guidance and management of projects and programs using selected vendors through all phases of the project or program delivery to ensure on-time and on-budget completion of assigned work program in compliance with approved Toronto Hydro standards, procedures, and commitments. The incumbent is responsible for managing a small team of professional and technical resources (internal and external) including providing coaching, feedback and mentoring on organizational processes and procedures.
The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.
Responsibilities KEY RESPONSIBILITIES:
- Develops departmental budget with input from senior management and regularly updates forecasts and develops mitigation recommendations where required.
- Provides day-to-day oversight and guidance to the business operations team including management of all financial transactions (CWIP/ISA, derecognition, deferred revenue, invoicing, and accruals)
- Establishes and monitors financial tracking for the streetlight department including reporting to senior management, including monthly/quarterly forecasts and reporting.
- Oversees the tracking and reporting on all costs into the correct districts and liaise with finance to ensure compliance with the Affiliate Relationship Code (ARC).
- Develop and maintain all portfolio related stakeholder reports, including Scorecards, PSRs, Dashboards, and other data analytics as required.
- Oversee all reporting requirements as required by Agreements with the City of Toronto.
- Maintains departmental processes and develops process improvements to increase departmental accuracy and efficiency, including continuous improvement of MCRS framework.
- Ensures correct contractual arrangements are in place for all projects. Tracks and flags deviations and issues.
- Monitors contractor performance (including legal compliance, compliance to Toronto Hydro policies), identifying issues and solutions to close gaps as required.
- Leads special initiatives at the direction of senior management.
- Participates in competitive bid processes for design and construction services and third-party audit services.
- Reviews assigned projects, programs and scope packages and assesses if the assigned contractor has the capacity, skills and experience for the required work.
- Looks for interdependencies with other projects, programs and scope packages and validates with internal stakeholders as required.
- Takes actions to mitigate and resolve program delivery issues as they arise with internal and external stakeholders that could impact work program attainment, including administrative issues, customer issues, materials management, grid operations, design and construction concerns, materials management and resourcing issues.
- Reviews and oversees external services contractors to ensure the terms of the negotiated agreements are met, including invoicing, budget reconciliation for project, and unit price contract management
- Leads short-interval planning and review meetings to monitor operational and safety performance, adherence to standards and quality, schedule attainment and resourcing.
- Raises non-conformance issues to contractor and monitors corrective action and closure.
- Conducts mid-year and year-end performance reviews with assigned contractor, and consolidates/delivers contractor evaluation feedback, with support from Senior Leader.
- Ensures details of contracts are managed, acting as gatekeeper to ensure work issued/contracted aligns to the work performance (i.e. no project overages).
- Supervises day-to day activities performed by internal staff, students and external contractor resources.
- Manages safety, attendance, performance, discipline and training and development.
- Provides coaching and feedback to motivate and engage employee outcomes in the attainment of departmental goals and objectives.
- Lead various departmental/divisional initiatives that align with corporate objectives.
- Actively participates in internal and industry working groups/committees and keeps apprised of industry best practices that improve decision making, safety, service levels, operational performance or financial outcomes.
Requirements REQUIREMENTS:
- Undergraduate degree in Business, Economics, Engineering or related field of study.
- Five (5) to Seven (7) years of project leadership and project management experience.
- Minimum of Three (3) to Five (5) years of progressive leadership experience.
- Knowledge of streetlighting system operations.
- Demonstrated experience leading process improvement initiatives and managing system upgrade projects.
- Demonstrated experience in financial reporting and analysis, including preparing reports, interpreting financial data and summarizing findings.
- Demonstrated experience managing and working with vendors and contractors.
- Knowledge of safety and legislative requirements and associated regulations.
- Strong problem solving, decision making and conflict management skills.
- Strong relationship management skills.
- Superior verbal and written communication skills.
This position is based in a hybrid environment allowing for remote work two days per week, based on business needs. Employees will be required to come onsite Tuesday to Thursday. You are expected to live in Ontario and within reasonable commuting distance of the office.
