The Office of Residential Tenancies (ORT) and the Provincial Mediation Board (PMB) are combined for operational efficiencies. The ORT/PMB of the Ministry of Justice and Attorney General is seeking an experienced, highly motivated individual with excellent interpersonal, analytical and organizational skills for the position of Research Officer Analytics. These are two permanent positions in Regina.

In this position, you will:

  • Work under the supervision of the Director/Deputy Directors of the ORT and Chair/Board Members of the PMB and will be expected to communicate in a concise, professional manner with internal and external stakeholders;
  • Coordinate and support the legal document process to withstand appellate scrutiny including issuing decisions; ensure decisions are accurately supported by legislation and case law references; research case law and assist in the correct interpretation of legislation as required;
  • Ensure legal documents such as hearing notices and decisions adhere to the timelines outlined within the strategic plan, and provide guidance regarding template usage;
  • Proof legal documents for accuracy, reasons, readability, plain language, appropriate template, legislative and case law references. Ensure compliance with FOIAP while meeting the exemption standards of an open hearing;
  • Develop, manage and evaluate business improvement projects to improve effectiveness, efficiency and quality in service delivery of ministry programs and services. This includes analyzing intended and actual benefits; identifying strengths, weaknesses, risks, short and long-term opportunities; and developing recommendations for strategic direction, service delivery, change management or organizational restructuring and alignment strategies;
  • Identify short- and long-term strategies that could affect cost savings to the ministry and strengthen knowledge capacity internally and externally;
  • Identify data inefficiencies and inefficient processes, opportunities for process integration, promote opportunities to achieve greater efficiency and effectiveness in information data systems and processes;
  • Gather, compile and maintain administrative data set such as public demand level, application, scheduling, decision, appeal and report to the management in a timely manner;
  • Work independently or as part of a research team, apply project management methodologies and approaches for identifying and assessing needs and evaluate and pursue business system solutions and/or information management system solutions;
  • Be able to plan, design, develop, implement, and evaluate business improvement projects and operational/program review of service delivery processes and systems. This includes conducting needs assessments, identifying, and defining business objectives, identifying user, system and organizational requirements and service delivery objectives/expectations;
  • Conduct research and analysis respecting best practices and models for information database improvement and quality service delivery; identify and define linkages to external data sources for use by the ministry in conducting research, development, and design of new program and service delivery programs, policies, processes and/or systems;
  • Lead, develop and manage consultative and coordinated relationships with internal and external stakeholders in planning, designing, developing and implementing improved business processes, service delivery systems and management information systems that support them. Stakeholders may include senior management, program managers, staff, external agencies and organizations, service providers, other government ministries; etc. and
  • Prepare written materials to support decision making processes such as Briefing Notes, Memos, confidential Cabinet documents, Cabinet Decision items and Cabinet Information Items, and policy and position papers.

The successful candidate must be a team player, able to both lead and collaborate, with a reputation for integrity and a focus on service excellence and innovation in their work.

The knowledge for this position is typically gained through a post-secondary degree in law, public administration, economics, communications, public policy, social sciences, or humanities. Equivalent experience may be considered.

Applicants must be a resident of Saskatchewan and eligible to work in Canada.
