Overall Job Responsibility:
Reporting to the Director, Public Health Programs, the Manager of Infectious Disease Prevention will lead a multidisciplinary team of professionals in the efficient and effective delivery of public health services consistent with the Mission, Vision and Values of the Windsor-Essex County Health Unit.
The Manager leads a team and shapes a workplace culture founded on trust and transparency. Work will entail forming and retaining partnerships and relationships within the WECHU, with government and non-government partners, and in the community at large.
The Manager will provide public health leadership as it relates to the current Health Protection and Promotion Act, and the current Ontario Public Health Standards. The Manger of Infectious Disease Prevention will support emergency preparedness planning in the area of infectious diseases, support ongoing continuous quality improvement within the department, adopt best practice in privacy and records management, and ensure data quality management.
Key areas of Responsibility:
All competencies apply to the planning, development, implementation, evaluation, supervision, and management of the Infectious Diseases Protocol, the Tuberculosis Prevention and Control Protocol, Institutional/Facility Outbreak Management Protocol, Sexual Health and Sexually Transmitted/Blood-Borne Infections Prevention and Control Protocol, Infection Prevention and Control in Child Care Centres and Personal Service Settings Protocol, and other emerging infectious disease protocols as defined by the Ministry of Health

- Manages Infection Disease Prevention team, through the assignment and prioritization of work.
- Support the development and implementation of strategic directions and departmental, divisional and health unit business plans.
- Act as the problem resolution coordinator (PCR) of the Integrated Public Health Information System (iPHIS) for Windsor Essex County Health Unit.
- Prepare comprehensive reports for the Ministry, Board of Health, or other organizational requirements.
- Communicate a consistent vision and direction for the team, ensuring communication barriers are eliminated.
- Consult with and maintain strong relationships with members of the public, staff at all levels, external organizations, members of the Board and other departments to support engagement with priority populations.
- Accountable for effective internal and external communications.
- Evaluate, monitor and assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and resolve the problem, or make recommendations to the Director that are aligned with the vision and values of the organization.
- Establish a positive, healthy, and safe work environment according to all appropriate legislation and regulations
- Ensure staff receive appropriate orientation and training.
- Monitor staff performance on an on-going basis and conduct annual performance reviews; coach and develop staff to improve or enhance performance.
- Manage departmental budget administer funds according to the approved budget; approve expenditures within the budget and monitor the cash flow.
- Support media inquiries related to infectious disease programming as appropriate. May require participating in media interviews in various settings.
**Position Qualifications:**Education, Training and Experience:
- A Master’s degree in a relevant professional discipline (Health, Science, Social Science, Education, or Business); or equivalent Public Health and/or Public Health management experience. Preference will be given to candidates with experience and/or education in the field of Public Health.
- Certificate of Registration as a Registered Nurse with the College of Nurses of Ontario
- Requirements for employment as a Public Health Nurse as per Regulation 566 of the Health Protection and Promotion Act
Other Requirements:
- Demonstrated experience in managing a diverse group of unionized professional and paraprofessional staff.
- Comprehensive knowledge of Public Health and various related Acts/codes/standards.
- Demonstrated ability to be flexible, versatile, and/or tolerant in a changing work environment while maintaining effectiveness and efficiency.
- Demonstrated excellence in interpersonal, organizational, and time management skills.
- Demonstrated superior written and oral communication skills.
- Proficiency with current computer applications (Microsoft Office – Word, Excel, PowerPoint, Publisher, Internet, Outlook)
- A valid Ontario Driver’s Licence, access to a reliable motor vehicle during working hours, as well as 2 million dollars in liability insurance
- Satisfactory police information search
