Traffic Signals Supervisor
Reporting to the Superintendent of Field Services, this position oversees traffic control device maintenance programs and all contract services within the Field Services group including day-to-day functions of the maintenance and operations team ensuring that the best interests of the public and other stakeholders are being met with paramount emphasis on public safety, worker safety and financial accountability.
The incumbent will:
• Be responsible for administering scheduled, preventative and emergency maintenance tasks for traffic control devices
• Supervise maintenance and operations staff, including administrative staff and be responsible for the coordination, distribution and monitoring of maintenance activities, traffic control systems and construction related tasks and programs ensuring that work is completed on time and within budget
• Oversee contracted services including contract administration and ensure that the work performed by contractors complies with tender documents and handle any contractual issues or disputes that may arise
• Provide technical guidance and advice to the Road Safety, and Signal Design at ITS groups
• Develop and/or approve operational/functional changes to the controller/intersection operation with the goal of decreasing reactive maintenance and reducing operating costs
• Identify on-going operational issues and deficiencies appearing through the assessment of recurring public complaints and daily work orders, and implement corrective programs/processes/protocols
• Oversee the administration of annual maintenance programs and ensure compliance with Provincial Legislation and associated contract document deliverables.
• Participate in budget development by providing recommendations in preparation of annual current year and forecasting capital and operations budget
• Monitor the approved operational and capital program budgets to ensure budget accountability • Perform HR functions including participating in hiring processes, progressive discipline processes and completing HCM and FIMS approvals
• Provide coverage for all management in the Field Services group as required
• Work in accordance to the provisions of applicable health and safety legislation and all corporate/departmental policies and procedures related to occupational health and safety
The successful applicant will possess:
• A three-year post-secondary diploma in Electronic Engineering Technology or related discipline or be a Licensed Electrician (309A)
• IMSA Traffic Signal Level 1 and 2 Certification
• A minimum of five years of experience in field operations, signals preferred
• Five years of experience in a functional supervisory role
• Thorough knowledge of the traffic related industry including field services, design standards and advance traffic management systems operations to provide daily technical support
• Knowledge of Ontario Provincial Standards (OPS), Highway Traffic Act (HTA), Provincial Minimum Maintenance Standards, Ontario Health and Safety Act (OHSA), Ministry of Transportation and Ministry of Labour Regulations including electrical/electronic regulations
• Excellent troubleshooting skills with insight into all types of traffic control device related issues
• Strong communication, conflict resolution, and organizational skills
• A valid Class G Driver's Licence and the use of a reliable vehicle
Management & Exempt Salary Grade 5
- Salary: $96,282 to $120,353 per annum
