Title Manager, People & Culture Programs Job Status Regular Full Time (Exempt) Position Overview

Responsibilities Reporting to the Director, People & Culture, the Manager, People & Culture Programs provides leadership and oversight for the design, delivery, and continuous improvement of key people programs across the City. This role ensures programs are aligned with Council’s vision and strategic priorities, the City’s organizational enablers, the CNV Leadership Competency Framework, legislative requirements, and best practices.

Leading a multidisciplinary team of specialist and professional staff whose portfolios include employee engagement, learning & development, occupational health & safety, wellness, organizational design, performance management program design, internal communications, benefits and systems, administration, and change management planning, the Manager, People & Culture Programs is responsible for translating organizational strategy into integrated people programs that support employee wellbeing, capability, engagement, and organizational effectiveness.

The Preferred Candidate Will Possess

  • Demonstrated experience designing and delivering people programs in a complex organization.
  • Strong strategic thinking skills with the ability to translate strategy into practical, integrated programs.
  • Proven leadership experience managing multidisciplinary specialist teams.
  • Sound knowledge of employment legislation, occupational health and safety, and public-sector governance.
  • Strong analytical, project management, and continuous improvement capabilities.

Requirements

The ideal candidate has a Bachelor’s degree with specialization in human resources, leadership, organizational psychology, change management, or a related field, or an equivalent combination of education and experience, along with education or experience in organizational design and development, continuous improvement and change management, and project and program delivery.

During the recruitment process, applicants will be requested to provide a current Police Information Check (PIC).

Compensation We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule. The salary range is: $119,964.00 – $141,132.00 (2024 rates).
