POSITION SUMMARY
The Manager, Strategic Sourcing & Logistics oversees the full procurement lifecycle, managing strategic sourcing activities while providing expert guidance on tendering processes and contract negotiations. This position will lead the procurement of Furniture, Fixtures & Equipment (FF&E) for CHEO’s new Integrated Treatment Centre (ITC). The procurement professional coordinates complex procurement activities including public tenders, Request for Proposals (RFPs), and contract negotiations while ensuring compliance with Broader Public Sector (BPS) Procurement Directive and organizational policies. This role involves determining appropriate procurement methods, developing evaluation criteria, managing vendor relationships, and implementing best practices to maximize value and promote fair competition. The Manager is responsible for overseeing contract amendments, conducting negotiations, maintaining accurate records, and preparing reports on cost savings and key performance indicators to achieve organizational objectives.
MAIN RESPONSIBILITIES
- Coordinates end-to-end tendering process and drafting documents for contracts in the form of Public/Invitational Tenders, Request for Proposals, Pre-qualifications, Request to Qualify and Quote, Request for Information and Negotiated Contracts for goods and services for Capital and Operations projects and conducts administrative reviews of tenders after opening.
- Manages collection of vendor questions and issuance of Addendum, as required.
- Determines method of procurement to be used, selects appropriate standard document and makes modifications as appropriate, in the preparation of tender and contract documents, and assists in selection of bidders.
- Provides guidance on appropriate evaluation criteria and mandatory requirements in RFx documents.
- Negotiates contracts for all types of goods and services.
- Manages contract amendment process in accordance with Policy and the BPS Procurement Directive.
- Manages non-competitive procurement processes in accordance with Policy and the BPS Procurement Directive.
- Prepares final contract documents and coordinates issuance of contracts and addenda.
- Promotes competition amongst suppliers for material, equipment and services.
- Manages vendor debriefing process, as required.
- Provides bid analysis and recommendation as required.
- Conducts negotiations to obtain fair and reasonable pricing, monitors supplier performance, in an effort to acquire best value for acquisitions made for equipment, material and services requirements.
- Assists with administering transactions for major supply agreements that include monitoring compliance of terms and conditions.
- Reviews material specifications with customer groups through meetings and ongoing communication with suppliers in an effort to acquire the best value (cost, quality, delivery, warranty) for material and services.
- Provides reports on cost savings and other Key Performance Indicators (KPIs) as determined by the Director, Strategic Sourcing & Logistics.
- Enters data into the purchasing system and maintains accurate records.
- Perform other related duties as assigned by supervisor.
QUALIFICATIONS
- Completion of a minimum of one (1) year of college in Business Administration or other related field (Essential)*
- Supply Chain Management Professional (SCMP) certification (Preferred)
- Membership with the Ontario Public Buyers Association (OPBA) (Preferred)
- Experience leveraging Vendor of Record (VOR) agreements (Essential)
- Experience coordinating FF&E procurement for new buildings (Preferred)
- Five (5) years' experience administering the procurement process for complex supply and services contracts (Preferred)
- Strong knowledge of purchasing principles and practices (Essential)
- Knowledge of the Ontario Broader Public Sector (BPS) Procurement Directive (Essential)
- Experience in administering terms and conditions of purchase orders and formal contracts (Preferred)
- Ability to organize, control and coordinate a variety of activities in a highly stressful Environment with commitment to providing high levels of customer service, satisfaction and improvement to the functional area itself(Essential)
- Thorough understanding of and commitment to following procurement regulations, and organizational policies with meticulous attention to compliance requirements (Essential)
- Ability to deliver on procurement milestones and project timelines, with strong planning skills to anticipate potential delays and implement contingency measures when necessary (Essential)
