THE OPPORTUNITY

The Talent Acquisition Specialist is responsible for managing and executing the end-to-end recruitment and selection process for the municipality. This role plays a vital part in building a high-performing, inclusive workforce by developing proactive talent acquisition strategies that align with organizational goals. Working closely with hiring managers and HR Business Partners, the Talent Acquisition Specialist ensures that the City attracts, engages, and retains top talent to support the delivery of public services to the community. This position reports to the Manager of Talent Management and Organizational Effectiveness.

This is a full-time, temporary position for 12 months. The salary range is: $80,134.60 - $95,258.80.

RESPONSIBILITIES

  1. Recruitment & Selection
  • Coordinate and manage full-cycle recruitment processes including job postings, screening, interviewing, reference checks, and offers.

  • Plan and execute bulk recruitment campaigns to meet seasonal or high-volume staffing needs across departments such as Public Works, Recreation and Culture and Protective Services.

  • Partner with HR Business Partners and hiring managers to understand workforce needs and develop targeted recruitment strategies.

  • Maintain up-to-date knowledge of labour market trends and incorporate best practices into recruitment planning.

  • Ensure compliance with applicable employment legislation, collective agreements, and internal policies throughout the hiring process.

  1. Talent Attraction & Employer Branding
  • Promote the City’s employer brand by highlighting its values, culture, and commitment to public service.

  • Create compelling job advertisements that reflect organizational needs and attract a wide pool of candidates.

  1. Candidate Experience & Client Engagement
  • Deliver a high-quality candidate experience by providing timely communication and respectful engagement throughout the hiring process.

  • Serve as a trusted advisor to hiring managers, providing guidance on selection tools, interview techniques, and best practices.

  • Collaborate with HR colleagues on onboarding initiatives to ensure a smooth transition for new hires.

  1. Data Management & Continuous Improvement
  • Maintain accurate and confidential recruitment data in the Applicant Tracking System (ATS).

  • Track and report on recruitment metrics to evaluate the effectiveness of talent acquisition initiatives.

  • Recommend improvements to recruitment processes, tools, and policies to enhance efficiency and candidate quality.

  1. Other Duties
  • Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
  • Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
  • Act as a steward of the City's Corporate Culture by following the “Values, We Live By”.
  • All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
  • Employee are expected to stay current on WHMIS and other safety-related procedures.
  • Perform other job-related duties.

QUALIFICATIONS

REQUIRED QUALIFICATIONS:

  • Post-secondary degree in Human Resources, Business Administration, or a related field.

  • Minimum of three (3) years of progressive experience in recruitment and talent acquisition.

  • A combination of education and experience may be considered.

  • Strong knowledge of Alberta employment legislation, human rights, and privacy laws as they relate to recruitment and selection.

  • Strong understanding of recruitment best practices.

  • Demonstrated experience using applicant tracking systems and HRIS platforms.

  • Excellent interpersonal and communication skills, with the ability to build relationships with internal and external parties.

  • Strong organizational and time management skills with the ability to manage multiple priorities.

  • Commitment to equity, diversity, and inclusion in all aspects of recruitment and hiring.

  • Ability to develop, implement and evaluate innovative plans.

  • Ability to work both independently as well as within a multifaceted team environment.

  • Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation.

  • Enhanced knowledge of Microsoft Outlook, Word, Excel, Teams, and PowerPoint.

ASSET QUALIFICATIONS:

  • Certified Professional in Human Resources (CPHR) designation or working toward certification.

  • Municipal or public sector experience.

  • Registered Professional Recruiter Certification.

WORKING ENVIRONMENT:

  • Monday to Friday.

  • Hours of Work: 8:30am to 4:30pm.

  • Overtime may be required.

  • Travel may be required.
