Reporting to the Director, Nunavut Emergency Management, the Fire Marshal manages the efficient and effective delivery of protection and prevention programs throughout Nunavut. The Fire Marshal has the responsibility for administering the Nunavut Fire Safety Act and Regulations (FSA) in order to reduce loss of life, injury, accident and property loss due to fire. The Fire Marshal is the senior Authority Having Jurisdiction (AHJ) for the enforcement of the National Fire Code of Canada (NFCC), codes, standards and statutory requirements.

The Fire Marshal acts as the primary official contact for the Government of Nunavut departments and agencies on all fire prevention issues, as well as providing clear interpretation and information. The incumbent also services as AHJ for enforcement of the NFCC, adopted codes and standards, and the FSA. This responsibility requires thorough knowledge of codes and standards to make appropriate decisions. The Fire Marshal provides advice and assistance to the Minister, department senior officials and the Division Director on fire issues and developments. A thorough knowledge of issues and Regulations are required to provide sound advice and proper information to lead the development of appropriate polices and program initiatives. The Fire Marshal supervises the work of the Deputy Fire Marshal and acquires secretarial support from the Division’s administrative staff and directs regional Assistant Fire Marshals, Fire Prevention Officer, Fire Specialist Training Officer, Senior Administrative Officers of Municipalities and community fire chiefs in enforcement matters related to the FSA.

The knowledge, skills, and abilities required for this job are usually obtained through ten (10) years of related experience as a senior fire officer in a supervisory or managerial position, including five (5) years of Fire Code inspection, fire origin & cause investigations, and fire public education experience.

The following certifications received from a recognized fire training academy (IFSAC and/or ProBoard Certified) are required:

• NFPA 1001 – Level 2, Fire Fighter Professional Qualification
• NFPA 1041 – Level 1, Fire Services Instructor Professional Qualification
• NFPA 1031 – Level 2, Fire Inspector
• NFPA 1035 – Level 1, Fire and Life Safety Educator
• NFPA 1021 – Fire Officer Level 1

The Following Will Be Considered Assets Working towards or successfully achieved the following certifications (IFSAC and/or ProBoard Certified:

• NFPA 1035 – Level 2, Fire and Life Safety Educator
• NFPA 1041 – Level 2, Fire Services Instructor Professional Qualifications
• NFPA 1033– Fire Investigator
• NFPA 1021 – Fire Officer Level 3

Alternative dispute resolution training and leadership and senior management training will also be considered assets.

This is a Highly Sensitive Position and a satisfactory Criminal Record Check, along with a clear Vulnerable Sector Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
