Description

Deliverables:

  • Assist in the development, implementation and sustainment for components of an Enterprise Strategic Vendor Management framework including:

  • development of standard operating procedures, tools, templates, process roadmap,

  • development of interaction models, use cases,

  • stakeholder outreach and analysis.

High Level Deliverable and Responsibilities:

  • Provide program management leadership and expertise of large scale, highly complex, high profile and high-risk initiatives that may be multi-jurisdictional and/or enterprise-wide.
  • Ensure accountability for the Enterprise Strategic Vendor Management program initiative's centralized group of projects and their successful full life cycle delivery.
  • Ensure program initiatives are delivered cost effectively and efficiently, and in compliance with organization's methodologies, standards and frameworks.

SVM Program Deliverables below:

  • Provide Strategic Advisory services to ensure high-quality vendor services meet ministry objectives.
  • Ensure vendor relationships are continuously optimized and provide strategic value to the IT organization; capturing data and developing continuous improvement recommendations to support vendor management Work in partnership with GovTechON IT Clusters and Enterprise IT divisions to develop, monitor and maintain Relationship Charters with assigned vendor portfolios including Strategic Partnership Success Plans.
  • Collaborate effectively with key stakeholders to establish, prioritize and track strategic requirements included in the success plans.
  • Provide vendor orchestration services with Clusters to manage and measure performance of the overall relationship between GovTechON and strategic vendors.
  • Capture Deliver reporting and insights on 3rd IT Vendors usage and management to the Governance including identifying and pursuing value opportunities for GovTechON in partnership with I&IT Clusters and Enterprise IT Divisions. Collate and analyze vendor management data to enable horizontal review across GovTechON. Provide Strategic Vendor Orchestration services by partnering with GovTechON IT Divisions and I&IT Clusters and conduct Vendor Annual reviews, strategic development plans etc.
  • Communicate Standard Operating Procedures (SOP) and document key controls to ensure ongoing compliance with OPS policies and directives.
  • Provide strategic advisory services for GovTechON IT divisions and enable vendor partners collaborate, create value and delivery innovation.
  • Lead and/or represent the interim IT VMO on ministry, cross-ministry or inter-jurisdictional working groups and committees.
  • Support Strategic Business Industry Intelligence activities. Support the Strategic Vendor Management Program with associated governance.
  • Governance Committees - documentation development & maintenance including creation of agenda items; secretariat for vendor engagement tables at the tactical and strategic levels.
  • Support, develop and assist with Vendor Performance

Evaluation Breakdown

1. Strategic Initiatives and Program Management Experience - 20%

Parameters:

  • Experience in the identification, analysis, development of recommendations, implementation and sustainment of strategic initiatives for large scale program delivery similar in scope and scale of this requirement. Include the following -role -a n example of a large-scale initiative that you have led -challenges you faced -outcomes -collateral and materials developed -process during the development and recommendations.
  • Provide a sample draft recommendation and Gannt chart of a sample program delivery timeline with deliverables.
  • The ideal candidate shall have experience understanding the main elements when developing learning materials, presentation decks and awareness focus areas, have the ability to understand gaps within a process and independently take initiative to execute a full program process flow from end to end, taking into consideration all factors within the GovTechON environment plus from a public stakeholder perspective.
  • Program management experience should also include ability to leave and connect elements of a program to other interdependencies happening across program workstreams.

2. Stakeholder and Customer Engagement - 10%

Parameters:

  • Experience managing large complex stakeholder groups with varying interests and objectives.
  • Describe how you managed consensus and provide an example of your experience of a recent stakeholder initiative.
  • The required skills include the ability to generate and develop meaningful questions that seek to create innovative ideas from stakeholder feedback and concerns to develop feedback into a fully integrated program or component that resonates with the stakeholder community.
  • The ability to understand conflicting requirements and to find solutions and alternatives that meet the requirements of any developed program.

3. Program Change Management - 10%

Parameters:

  • Describe about a time when you implemented a change with a significant impact. What approach and methodologies did you use to assess risks, develop options and be ready to address any issues that could be a result of the implementation plan?
  • Describe how did you communicate the change to stakeholders and management? Was this approach successful and what were the lessons learned?
  • The skills required include the ability to understand adult learning principles, elements of change and factors and interdependencies that impact any change within a program.
  • The ability to take feedback and deploy feedback into meaningful action plans to support any change initiatives.

4. Knowledge and Expertise: Vendor Management - 30%

Parameters:

  • Outline and describe your experience with vendor management, including the following as a minimum:

  • Developing vendor performance plans -SLAs -vendor analysis and optimization of economies of scale.

  • Creating tools and playbooks outlining vendor performance outcomes.

  • Market place impacts to vendor communities.

  • Outline and describe your experience with Vendor Management including developing vendor performance plans, service level agreements and tools that impact vendor performance outcomes

  • As a Strategic Vendor Management Program lead, you will be tasked with developing various playbooks related to Vendor Management. One critical aspect of Strategic Vendor Management includes performance monitoring. Provide a sample scorecard that you have either developed or implemented and discuss the following:

  • Elements of your scorecard and explanation of the selection criteria.

  • Application of the scorecard (e.g. how and when to use).

  • Expected outcomes.

Must Have:

  • Extensive experience with Program Management and strong PMLC exp.
  • Strong IT and vendor management exp.
  • Strong Governance exp.
  • Strong Product Management and KPIs experience.
  • Prior project exp ideal - vendor management (market profiling/analysis).
