Job Summary
The Assistant Director of Payroll Services (ADPS) reports to the Director of Payroll Services and assists with managing, supervising, and leading the day-to-day operation of the payroll staff at the Territorial Headquarters of The Salvation Army. This position will collaborate with director to develop and administer payroll programs and solutions for The Salvation Army divisions, units, and ministries, and contribute to the strategic planning and execution of innovative client payroll solutions, integration and growth opportunities.
Key Accountabilities
- Manages day-to-day payroll activities, supervises staff, and ensures accurate and timely employee payments.
- Supports the Director in developing, training, and distributing workload among payroll team members for efficient operations.
- Works with departments like ER, IT, and ministry units to enhance payroll procedures and system integration.
- Builds strong relationships across divisions to understand business needs and streamline payroll workflows and automation.
- Manages and ensures the integrity of payroll-related systems, including HRIS, Time and Attendance, and related software.
- Identifies opportunities for process and technology improvements to boost payroll efficiency and accuracy.
- Oversees all payroll deductions (e.g., taxes, union dues, garnishments) and ensures timely, accurate government remittances.
- Ensures timely completion of year-end processes, including T4s and ROEs, and responds to payroll-related inquiries.
- Assists with payroll accounting, audits, GL reconciliation, and preparation of reports for financial statements.
- Hires and trains new payroll staff and contributes to various special projects as needed.
Education and Experience Qualifications
- Completion of an undergraduate degree in accounting, finance, HR or IT; and successful completion of the Canadian Payroll Association Payroll Manager Certificate.
- At least 5-7 years senior experience in full cycle of payroll, preferably within a unionized environment across Canada and 3-5 years at the managerial level.
- An in-depth understanding of integrated, cross-functional system environment
- Knowledge of the key business processes associated with Human Resources and Payroll
- Supervisory and leadership experience
- Experience with system / process implementations
- Payroll systems knowledge and working knowledge of PC-based applications
- Excellent verbal and communication skills
- Commitment to quality customer service
- Ability to be an “out of box” thinker
Compensation:
The target hiring range for this position is $81,170.48 to $101,463.10 with a maximum of $121,755.72.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
