Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Supports project policy and delivery in the Ontario Line Executive Vice President’s Office by providing strategic infrastructure delivery policy advice and project management expertise that impacts the development of new, replacement, and enhanced transit infrastructure initiatives. Ensures solutions meet corporate needs, stakeholder and customer expectations in a timely, safe, and cost-effective manner.
What will I be doing?
- Supports the development of rapid transit infrastructure delivery policies including the planning, development and evaluation of infrastructure delivery policy frameworks and verifying that they respond to organizational priorities while considering a wide range of issues including current trends, legislation, government policies, and issues in Ontario and other jurisdictions.
- Supporting the monitoring, analysis and assessment of a broad range of infrastructure issues, trends and political implications which affect the development of policies and strategies for the achievement of rapid transit infrastructure initiatives. Contributing to the development of mitigation strategies for senior officials that take into account liability, timely service delivery and public expectations.
- Supports infrastructure planning by initiating and facilitating productive relationships across the organization to engage stakeholders and enabling an integrated and inclusive approach to long-term infrastructure planning. Coordinates internal and external consultation processes to identify key issues, conduct options analysis and to facilitate effective development and delivery of rapid transit infrastructure with minimal adverse impact to cost and schedule.
- Supporting the development of memos, reports, and submissions to the Metrolinx Board of Directors and its committees, contributing to provincial government submissions (e.g. Cabinet/Treasury Board Submissions) and the coordination of corporate reporting and information sharing requirements (e.g. briefing/information notes, slide decks).
- Providing strategic project delivery policy, issue identification, stakeholder engagement, current status and technical information to internal communications and community relations experts to ensure a strong/positive public presence for the project.
- Collaborates with all levels of management and works cross functionally across the organization to ensure infrastructure delivery policies and projects are aligned internally. Engages with internal subject matter experts to track and monitor finance, real estate, legal, and procurement needs, seek direction or provide advice on issues management.
What Skills and Qualifications Do I Need?
- Knowledge of public sector decision-making structures and processes in Canadian provincial, federal, municipal and regional governments; the fundamentals of the Environmental Assessment Act and Endangered Species Act, Construction Act and the Occupational Health and Safety Act.
- Skilled in issues analysis, risk mitigation and issues management skills to identify complex and contentious project and/or contract issues and make authoritative decisions/recommendations.
- Political acuity to anticipate and recognize sensitive political situations and to recognize and respond to issues which may impact Metrolinx with sound leadership recommendations, guidance, advice and strategies.
- Communication, interpersonal, consultative and negotiation skills to establish and maintain business relationships and partnerships within the organization, with relevant provincial ministries, other jurisdictions, service providers and stakeholders to provide expertise/advice and influence the development of infrastructure delivery policy, to deal with complex and/or sensitive issues and present solutions.
- Written and verbal communication skills to prepare a range of reports and briefings and to participate in building/negotiating partnership agreements and to represent the organization on internal/external committees and working groups.
