Project Lead, Legislative Compliance

Are you a project management professional with a passion for public service and a deep understanding of legislative compliance? The Office of the City Clerk is looking for a Project Lead, Legislative Compliance to join our team.
In this role, you will play a vital part in ensuring the smooth and legally compliant execution of municipal and school board elections, as well as other major civic projects like by-elections, petition validations, and census projects. This position is critical to the Elections & Legislative section, which is responsible for managing these complex, large-scale initiatives that are highly regulated and attract significant public scrutiny. Your work will have a direct impact on public perception and trust in these essential civic processes. What will you do?
- Conduct specialized research and analysis on local elections and municipal governance
- Assess the impact of legislative changes on Edmonton Elections and other legislative projects
- Lead the review of the Election Bylaw, ensuring it meets both provincial requirements and operational needs
- Develop and implement a long-term strategy for maintaining the Permanent Electors Register (PER)
- Work with technical teams to ensure systems like the Elections Logistics Management System (ELMS) are legislatively compliant and secure
- Draft reports for administration and City Council on legislative amendments, policy changes, and project readiness
- Support the development of an evaluation framework for election administration
- Lead and supervise a team of temporary staff during an election or other legislative project
Qualifications:
- An undergraduate university degree in public administration, political science, policy studies, law, or a related field
- A minimum of five years of progressively responsible and diversified experience in a complex, multi-disciplined organization, preferably government
- Experience in operational research, policy development, strategic planning, or project management
- Proven experience understanding and applying federal, provincial, and municipal legislation and regulations such as the Municipal Government Act (MGA), Local Authorities Election Act (LAEA), and Freedom of Information and Protection of Privacy Act (POPA)
Assets:
- Specific experience conducting elections
- Supplementary education and experience in local government, municipal or administrative law, or project management
- Local Authority Administration Coursework or Certification (NACLAA I or NACLAA II)
- Experience in human resource or volunteer management
Skills required for success:
- Proven ability to learn and adapt quickly in a fast-paced, high-volume, and deadline-driven environment
- Strong political acumen and the ability to work effectively in a political environment
- Excellent written and verbal communication skills, including strong presentation skills for leadership
- Solid understanding of customer service and the ability to work with a diverse range of people in a helpful and positive manner
- Strong research and analysis skills
- Knowledge of human resources functions such as recruitment, coaching, and performance management
- Ability to work under pressure and meet strict statutory deadlines
- The ability to perform multiple tasks independently and as part of a team
- Proficiency with Google Workspace and the ability to adapt to evolving technology

Conditions of Employment:
- Hire is dependent on a Criminal Records Check (CRC) that is satisfactory to the City of Edmonton

Work Environment:
- Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
- This role works primarily in an indoor setting
- Overtime, and evening work may be required, especially during peak project periods.
- This role requires engagement and interaction with diverse people from various backgrounds with different needs, expectations and emotional states
