Role Overview
We are seeking an experienced Senior Business Analyst to provide comprehensive I&IT business analysis services supporting complex business transformation and systems development initiatives for the Ministry of Public and Business Service Delivery and Procurement.
The successful candidate will work closely with business stakeholders, subject matter experts, project teams, and technology groups to analyze business challenges, define requirements, optimize processes, and support the implementation of technology solutions.
This role requires strong expertise in business analysis for systems development initiatives involving rules engines, business process automation platforms, workflow management solutions, business rules definition, process modeling, data modeling, requirements engineering, and Agile delivery methodologies.
Candidates with experience supporting healthcare or clinical environments, including healthcare claims adjudication, pharmaceutical processes, privacy/security requirements, and stakeholder engagement, will be highly preferred.

Business Analysis & Requirements Management
Lead and conduct business analysis activities to assess client business problems, opportunities, and operational requirements. Gather, analyze, document, validate, and manage business requirements throughout the project lifecycle. Translate business needs into detailed functional and technical requirements for I&IT solutions.
Develop and maintain
Business models Use case models Use case surveys Conceptual and logical data models Process models Data flow models Business rules definitions Functional requirements Non-functional requirements Test cases Requirements traceability matrices Business Process Automation & Rules Engine Solutions Support systems development initiatives involving rules engines and business process automation platforms. Define and document business rules, workflows, and decision logic. Analyze existing business processes and identify opportunities for automation and optimization. Develop requirements for workflow management solutions and automated business processes. Collaborate with technical teams to ensure business requirements are accurately translated into system capabilities.
Business Process Improvement & Transformation
Apply business process re-engineering concepts to improve service delivery models and operational efficiency. Conduct current-state and future-state analysis. Identify opportunities for process improvement and recommend cost-effective solutions. Support business transformation initiatives aligned with enterprise architecture standards. Develop strategies, business cases, feasibility studies, and cost-benefit analyses.
Project Documentation & Governance Support
Prepare project approval documentation, policy approval documents, regulation change materials, and supporting project artifacts. Develop documentation aligned with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies. Support quality assurance, system testing, and user acceptance testing strategies. Develop test scenarios and validation plans. Monitor project progress, identify issues, resolve problems, and provide reporting to stakeholders.
Healthcare & Clinical Solution Support
Support business analysis initiatives within healthcare or clinical environments. Engage healthcare stakeholders and subject matter experts to understand business requirements. Apply knowledge of healthcare privacy and security requirements during software development initiatives. Support solutions involving healthcare claims adjudication, pharmaceutical processes, or related healthcare operations.
Stakeholder Engagement & Communication
Collaborate with business leaders, project teams, technical teams, vendors, and external stakeholders. Facilitate workshops, interviews, JAD sessions, and requirement discovery meetings. Prepare presentations, briefing notes, reports, and communication materials. Communicate complex business and technical concepts clearly to diverse audiences. Provide consulting support and maintain strong stakeholder relationships.
