About the role

The Opportunity:

The City of Red Deer is currently recruiting for a Parks Foreperson 1 to fill a permanent full-time position within the Biodiversity section. The Parks Foreperson 1 position will be assigned a specific portfolio to execute direction from the appropriate Parks Foreperson 2 and Parks Supervisor and provide support with operational planning and budgeting. This position will also oversee the operational direction of their assigned area.

Common Duties to all 3 Areas:

  • Schedule and supervise City employees and contractors.
  • Implement the City of Red Deer safety and training requirements.
  • Manage materials and equipment to efficiently achieve a wide range of services.
  • Coordinate fleet and equipment maintenance and assist Foreperson 2 with procurement.
  • Execute City Snow and Ice Control programs.
  • Assist with new subdivision development inspections.
  • Facilitate various utility locates and marking to assist construction development.

Biodiversity

Supervise, implement work schedules, and participate in various Tree Maintenance, Tree Planting, Urban Forestry, Urban Encampment and Biohazard Control, Ecological and Environmental Services .

Top Key Responsibilities:

  • Supervise and Lead Staff - Direct daily work activities, assign tasks, and support employee performance evaluations. Provide leadership, coaching, and uphold organizational values (RISE principles and core competencies).
  • Work Planning and Scheduling - Plan, schedule, and coordinate work assignments, ensuring appropriate use of staff, contractors, equipment, and materials. Anticipate issues and adjust plans to maintain productivity.
  • Project Management - Act as project manager for parks construction and maintenance projects. Interpret plans/specifications, provide estimates, and ensure work is completed on time and to standard.
  • Contractor and Stakeholder Coordination - Coordinate work with contractors, suppliers, internal departments, and external agencies. Monitor contractor performance and compliance with standards and regulations.
  • Health, Safety, and Risk Management - Enforce health and safety policies and conduct site inspections. Provide safety training, identify hazards, and implement mitigation strategies.
  • Operational Oversight - Oversee maintenance and construction activities across parks operations. Ensure compliance with policies, procedures, and environmental programs (e.g., EMS).
  • Budget and Cost Control - Monitor project budgets, track expenditures, and identify cost-saving opportunities. Assist in preparing estimates, invoices, and financial documentation.
  • Administrative and Record Keeping - Maintain accurate records (time entry, project costs, work orders, invoices). Prepare reports and ensure documentation is complete and compliant.
  • Fleet, Equipment, and Materials Management - Ensure equipment and tools are maintained and operational. Coordinate procurement, ordering, and delivery of materials.
  • Communication and Public Engagement - Respond to public inquiries and provide information about projects. Collaborate with community groups and deliver public outreach or training sessions.

As our preferred candidate, you will have:

  • Grade 12 Diploma.
  • Two years of progressive experience (portfolio specific).
  • One year of demonstrated leadership experience (including project management and leadership courses).
  • Standard First Aid course is required.
  • Valid Alberta Class 5 Driver’s License.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Additional education (considered an asset):
  • Leadership for Safety Excellence certificate
  • AMHSA Supervisor’s Role certificate
  • Management Skills for Supervisors certificate
  • Mental Health First Aid certificate
  • OHS Awareness for Supervisors certificate
  • Understanding Addiction course
  • General knowledge of survey procedures.
  • General knowledge of current environmental and ecological practices.
  • General knowledge of municipal policies, procedures, and bylaws is an asset.
  • Basic knowledge of construction and maintenance practices and principles.
  • Familiar with Corporate Engineering development documents, such as Design Standards & Specifications.
  • Basic knowledge of Geospatial software is an asset.
  • Ability to read plans and specifications.
  • Ability to exert moderate levels of physical effort and to work in fatiguing positions.
  • Ability to communicate courteously and effectively with employees and members of the public, both verbally and in writing.
  • Ability to exercise care and to follow all safety policies and procedures, particularly in high public-use areas.

**Equivalent combinations of education and experience may also be considered.

Portfolio Specific Requirements: Biodiversity

Additional Education (considered an asset):

  • Horticultural Apprenticeship certificate or 2-year Diploma in Horticulture or related field.
  • ISA Certified Arborist certificate
  • Tree Risk Assessment Qualification
  • CTLA – Guide for Plant Appraisal
  • UEBC - NVCI certificate
  • Alberta Pesticide Applicator certificate
  • Bloodborne Pathogens: Safety in the Workplace certificate

Experience:

  • Two years of progressive experience in one or more of the following areas:
  • Horticulture maintenance and construction
  • Arboriculture and Urban Forestry
  • Integrated pest management and conservation
  • Urban encampment biohazard control and management
  • Ecological planning and GIS
  • Wildfire hazard control and management
  • Native reclamation planning, construction and maintenance
  • Tree and shrub planting and maintenance

Affiliation: Canadian Union of Public Employees, Local 417

Status: Regular Full-time

Remuneration: $38.05 to $40.06 per hour

Hours of Work: 80 hours biweekly; Monday to Friday, some evening and weekend work may be required when needed.
