The Opportunity

Our Land Management Services team is looking for an experienced, values driven leader to join us as the Senior Roadway Jurisdiction and Resolution Advisor located in Regina, Prince Albert or Saskatoon office.

Reporting to the Manager of Land Advisory and Client Services, this role is responsible for protecting provincial and public interests by ensuring Saskatchewan’s roadway network remains safe, accessible, and properly governed across multiple jurisdictions. The advisor will guide ministry staff and program teams on jurisdictional matters related to Indigenous land claim issues and coordinate with federal, provincial, and municipal partners on Crown land ownership and roadway authority.

The successful candidate will work collaboratively with internal and external partners to assess complex situations, determine appropriate pathways forward, and lead initiatives from concept through implementation and resolution. This role requires the ability to navigate unique and evolving circumstances, evaluate policies and legal frameworks, and develop tailored strategies related to roadway ownership, including municipal, federal, and Indigenous land claims that affect public highways and municipal roadways. The advisor must demonstrate strong judgment, innovative problem solving, and the ability to maintain momentum through continuous communication while balancing Indigenous perspectives, longstanding issues, and provincial priorities.

Success in this role depends on exceptional facilitation, negotiation, and relationship building skills with municipalities, First Nations, Indigenous Services Canada, and other provincial ministries. Knowledge of Treaty Land Entitlement, land claims, the Indian Act, the impact of Land Code, and Indigenous histories is required. Knowledge of Indigenous cultures, traditions, and government processes is considered an asset.

Typically, the knowledge and abilities required for this position are obtained through a Bachelor’s or Master’s degree in Indigenous Studies, Public Administration, Social Sciences, Public Engagement, or a related field, combined with senior level experience. Additional certification in mediation, negotiation, facilitation, conflict resolution, policy development, senior leadership, communications, or strategic thinking would be an asset. An equivalent combination of relevant education and experience may be considered.

The ideal candidate will have knowledge of:

• Provincial, federal, and First Nation governance structures, processes, and legislation, with the ability to interpret how these frameworks impact provincial and public roadway interests.

• Transportation sector policies, acts, regulations, and emerging trends that influence jurisdictional authority, land use, and long-term infrastructure planning.

• Treaties, Treaty Land Entitlement, Specific Claims, Additions to Reserve processes, and related agreements, with an understanding of how to safeguard provincial and municipal roadway rights and obligations.

• Indigenous perspectives, inherent and Treaty rights, Duty to Consult requirements, and national/provincial priorities such as the 94 Calls to Action.

• Policy development and research methodologies, including the ability to analyze issues, assess risks, and develop well supported options that uphold provincial mandates.

• Long-term and provincewide implications of decisions, ensuring actions do not create unintended consequences or set precedents that compromise future provincial or public interests.

• Independent research and interpretation of complex intergovernmental agreements to balance provincial, municipal, and First Nation interests in roadway jurisdiction and land management.

• Facilitating meetings, information sessions, and discussions to support clear understanding of programs, legislative requirements, and provincial positions.

• Advanced proficiency in Microsoft Office and independent use of digital collaboration tools (Teams, SharePoint, OneDrive, Zoom), including managing shared documents, links, and permissions.

This position may require occasional travel. Therefore, a valid driver’s license is required.
