Overview Of The Role This is a newly created role to develop and manage key programs that support employee well-being, expand the health services portfolio and support regulatory compliance. This role will support emerging initiatives to support health services projects to mitigate health risks and cost for identified areas of the organization, lead the Post-Offer Employment Testing (POET) program, oversee selected medical surveillance programs, and collaborate with Employee Health to support injury and non-occupational claim management when needed among other projects.
This position requires an agile and practical thinker with expertise in occupational health, employee testing programs, disability management, and regulatory compliance. The ideal candidate will have strong program management skills, a proactive approach to risk reduction, and the ability to partner cross-functionally with internal teams and external providers. Additionally, we seek someone with hands-on experience managing on-site clinics, and employee testing to ensure effective implementation of health and safety protocols.
Furthermore, this role will ensure that all processes align with Canadian human rights and occupational health legislation to prevent discrimination while maintaining workplace health and operational efficiency.
Key Responsibilities Develop & Implement a POET Program
- Develop, roll out and maintain a structured post-offer employment testing program to assess the physical & psychological capabilities of candidates in safety-sensitive roles.
- Partner with Talent, HR, Safety, Operations and relevant SMEs to ensure alignment with job requirements.
- Liaise with external providers performing physical and cognitive demand analysis to make sure they are up to date and match operational changes.
- In collaboration with the Sr. Advisor Health Programs Collaborate develop tools/processes that assess physical and psychological fitness for safety-sensitive roles, ensuring candidates can perform safely and are not adversely affected by occupational exposures.
- Ensure that screening and testing is compliant with human rights and occupational health laws to avoid discriminatory practices.
- Oversee Occupational Health Surveillance Programs
- Partnering with OHS team to ensure compliance with occupational health and safety regulations through effective oversight and management of medical surveillance programs.
Oversee and improve audiometric testing programs for noise-exposed employees, including data tracking, trend analysis, and reporting.
- Support the OHS team to develop strategies to mitigate workplace health risks based on surveillance outcomes.
- Collaborate with the Sr. Advisor Health Programs to develop and oversee other required health surveillance programs (e.g., exposure to hazardous substances where applicable).
Support Health Services Initiatives
- Contribute to the development, planning, and execution of cross-functional health services initiatives aimed at reducing organizational health risks and supporting employee well-being. Responsibilities may range from early-stage program design to full-cycle project management.
Support Alcohol & Drugs Program
- Assist in the administration and continuous improvement of the company’s Alcohol & Drugs Program. Responsibilities include but are not limited to supporting policy and procedure updates, coordinating testing protocols (e.g., pre-employment, random, post-incident), managing vendor relationships, and ensuring program compliance with relevant legislation and industry standards.
- Support Employee Health in Claims & Case Management
- Assist in case management for occupational and non-occupational illnesses/injuries as needed.
Additional Responsibilities
- Stay current with industry trends, regulatory changes, and best practices in workplace health and safety.
- Contribute to ad hoc projects/tasks aimed at improving, developing, and implementing health-related initiatives.
- Collect, track, and analyze program related data to support continuous improvement and decision making.
Experience and Qualifications:
- Bachelor’s degree in occupational health, Public Health, Nursing (BSN), Kinesiology, disability management or a related field.
- Relevant experience in occupational health, occupational medical surveillance, POCT programs, may be considered as a substitute for formal education. Certified as Audiometric Technician or Occupational Hearing Conservationist (CAOHC) preferred.
- Certified Occupational Health Nurse (COHN)) is an asset.
- 5+ years of experience in workforce health programs, disability management, functional testing, or employee health case management.
- 2+ year experience managing audiometric testing programs and workplace surveillance initiatives.
- Practical knowledge of post-offer employment testing (POET), functional capacity evaluations, point of care testing (POCT), including Alcohol & Drugs.
- Hands-on experience with case management, return-to-work processes, and workers' compensation programs.
- Strong knowledge of relevant legislation (Human Rights, Canada Labour Code, Privacy Legislation)
- Exceptional program development and project management skills.
- Problem-solving mindset, especially for complex or sensitive cases.
- Ability to analyze trends and data, capable of measuring program effectiveness using KPIs and health metrics.
- Strong cross-functional collaboration skills with HR, Safety, and Operations.
- Excellent verbal and written communication for training and stakeholder engagement.
- Proficiency in Microsoft Office Suite, EHS/occupational health software, and case management platforms.
- This role may require occasional evening and weekend work, in addition to regular full-time office hours. The role is expected to be performed on-site, five days a week.
