Manager, Purchasing Services

Exempt Level 7A - $129,821 - $153,154 per annum

TEMPORARY POSITION

(12 month contract)

Position Summary:

Under the direction of the Chief Financial Officer and Treasurer of the Board, the Manager, Purchasing Services leads a team of professionals in the acquisition of products and services for all schools and administrative departments in an effective, cost efficient and customer focused manner ensuring adherence to the YCDSB Purchasing Policy, Broader Public Sector (BPS) Procurement Directive, the trade agreements (CFTA and CETA) and other related legislation.

The Manager, Purchasing Services develops, updates and maintains progressive purchasing policies and procedures as well as provides technical expertise to Board Staff at all levels.

Major Responsibilities:

  • Develop the departmental budget, implement cost controls and enhance the efficient and effective use of the Board’s resources.
  • Manage the centralized administration of Board’s procurement process and provide leadership in ensuring compliance with the relevant legislations, internal Board policies, and applicable trade agreements.
  • Develop and implement departmental procurement standards, including the incorporation of leading procurement standards, practices and templates available to the sector as well as oversee the Department’s Bid Management System (BMS).
  • Prepare and deliver reports- including metrics and benchmark reports-for the Ministry to support accountability requirements and meetings; as provide guidance to staff in resolving contentious procurement issues.
  • Play a key or lead role in special projects including the development, implementation and maintenance of Purchasing Department electronic bid systems, eProcurement solutions, Ministry Procurement requirements, etc.

Qualifications and Experience:

  • Bachelor’s Degree or college diploma in Business Administration or a related discipline.
  • Professional Purchasing Certificate/Designation or equivalent.
  • Minimum of 7 years purchasing or related experience in a public section environment (School Board experience will be an asset).

Skills and Competencies:

  • Excellent leadership and communications skills (verbal and written).

  • Thorough knowledge and understanding of School Board operations.

  • Strong interpersonal and negotiation skills to connect with a arrange of internal and external stakeholders while focusing on fostering collaborative work relationships.

  • Ability to think and act strategically and demonstrate a consultative approach to partner with business leaders.

  • Advanced computer skills including email, MS Office products, bid systems and eProcurement.

  • Enhanced skills and understanding of SAP.

  • Solid understanding of commercial contract general terms and conditions and comprehensive knowledge of the relevant legislations and regulations.
