JOB DESCRIPTION

The Manager of Land Use Planning is responsible for the development and implementation of the province’s Land Use Planning Framework to ensure that planning on PEI is carried out in an efficient manner that meets the needs of the public, developers, industry, and municipal councils. The incumbent shall also work to modernize Land legislation and regulations related to land use and land ownership and coordinate the creation and implementation of provincial land use and development policies.
Duties will include but are not limited to:
- Support the Director and Executive Director in implementing planning policies that support the Division and the Department as it executes its strategic objectives;
- Collaborate and cooperate with other members of the division management team to ensure the efficient and effective operation of the division;
- Provide expert advice to the Deputy Minister, Executive Director, Director, and other staff on land use planning matters;
- Analyze, prepare, and respond to ministerial briefing notes and Executive Council memoranda on provincial and municipal planning issues;
- Draft the Land Use Planning Section’s annual report as well as external communications, including speaking notes, letters, and news releases for the Director;
- Prepare and interpret statutes and regulations in accordance with the policies and objectives of the Province and the mandate of the Department;
- Interpret the Planning Act and the Subdivision and Development Regulations for department staff and other governmental officials, as needed.
- Oversee all appeals against the Province with respect to land use decisions rendered;
- Develop, interpret and monitor planning policies and regulations to ensure timely and consistent application;
- Analyze and report on development trends and changes in land ownership trends;
- Coordinate provincial land use planning activities with agencies, special interest, and citizen groups to establish and to maintain an overall integrated planning approach;
- Oversee the review of municipal planning submissions (official plans and bylaws) and make recommendations to the Minister for approval or denial;
- Evaluate and modernize applicable acts and regulations related to land use planning processes on a regular basis, including the Planning Act, Lands Protection Act, and Registered Professional Planners Act;
- Administer and manage the Land Use Planning Section, which includes budgeting, staffing and resource control;
- Provide leadership and mentorship to the planning team in achieving its goals and objectives;
- Conduct regular performance management reviews and annual performance appraisals to ensure accountability and expectations are met; and
- Work with and mentor junior planners, technical staff, interns and summer students as appropriate.
Minimum Qualifications:
- Graduate degree in Planning from an accredited planning program, a master’s degree is preferred;
- Eligibility for registration with the Prince Edward Island Institute of Professional Planners, as a Registered Professional Planner;
- Demonstrated equivalencies will be considered;
- Extensive management or supervisory experience;
- Extensive knowledge of the Planning Act and associated Regulations, and the Lands Protection Act and associated Regulations, or equivalent experience from another jurisdiction;
- Extensive experience in the development of land use planning related legislation or bylaws;
- Extensive knowledge of municipal, provincial, national and international planning issues and their application to Prince Edward Island;
- Experience in creating or updating land use plans, official plans, and development agreements;
- Experience with community engagement and providing positive and constructive feedback to clients, developers, municipalities, community groups, etc;
- Highly developed conflict resolution skills and ability to work in a fast paced and complex environment;
- Experience successfully optimizing staff resources to ensure program delivery of professional and technical information;
- Excellent interpersonal and communication skills (verbal and written);
- Strong communication, public speaking, and presentation/facilitation skills;
- Ability to work with minimal supervision in order to meet tight timelines; and
- Experience in the use of Geographic Information Systems and their application to planning.
Other Qualifications:
- Experience with LEAR or other similar land evaluation systems.
