This position is responsible for interviewing and providing information to applicants about affordable childcare through intake assessments and determining ongoing eligibility for childcare subsidy coverage.
Duties will include but are not limited to:
- Determine eligibility for new and ongoing clients who are requesting Child Care Subsidy services.
- Complete all documentation, specifically the application and review forms, that are found within the ISM system and the hard copy file.
- Interview clients to complete an intake appointment to determine eligibility for the program.
- Complete Child Care Subsidy agreements between childcare centers, clients and the department.
- Analyze information presented to confirm accuracy and evaluate the need for appropriate follow-up in determining eligibility for service including closure and/or denial of service; Assesses and determines eligibility for Child Care Subsidy.
- Provide assistance and answers inquires related to Child Care Subsidy and associated services and benefits.
- Make appropriate Bridge referrals
- Act as the first point of contact for individuals applying for Child Care Subsidy and provides information and referrals related to financial and social needs, including information on the services and benefits offered across divisions.
- Check in with appropriate agencies such as Child & Family Services referencing Recommendation for Consideration for Child in Need of Protection, Alternative Care Provider Program, Child in Care of the Director of Child & Family Services.
- Manage an ongoing caseload of families that require constant file adjustments and monitoring for ongoing service eligibility.
- Participate in all relevant appeal matters including the preparation of information packages that must be provided to the client and appeal board in a timely fashion.
- Respectively engage with clients about the issues they are facing, identifying areas for action including directing them to services.
- Review the monthly childcare claims in the caseload to ensure attendance and daily rate is being recorded accurately and in compliance with procedures.
- Managing, establishing and collecting overpayments, keeping track of monthly balance as payments are made and corresponding with clients to remedy the overpayment.
- Organize, lead and/or participate in client meetings either in person (case conferences) or conference calls. Other duties as required
Minimum Qualifications:
- The incumbent must have a postsecondary education related to the duties of the position such as Business Administration
- Demonstrated equivalencies will be considered
- Excellent knowledge of basic computer programs such as Microsoft Word, Excel Spreadsheets, Outlook etc.
- Experience and knowledge of collaborative case management principles, practices preferred.
- Experience and knowledge of motivational interviewing is considered an asset.
- Considerable experience in dealing with the public providing financial benefit as services delivery model.
- Experience working in Social Programs, including interpreting related legislation, is preferred.
- Leadership and analytical skills that support innovation and autonomous decision making are considered an asset.
- Strong knowledge and understanding of community, provincial and federal resources and navigational principles
- Experience using ISM is preferred.
- Good communication skills both oral and written; Ability to work independently with minimal supervision
- Excellent interpersonal, time management, problem solving and organizational skills.
- A valid PEI driver’s license.
- A good previous work and attendance record and an acceptable criminal record check and vulnerable sector check
