Position Overview

Calian is seeking two (2) Senior Life Cycle Management Specialists (LCMS) to assist our client with the facilitation of their project. This role includes assisting the Life Cycle Materiel Manager (LCMM) and staff with lifecycle materiel management, engineering support, technical documentation, supply system management, and disposal planning activities on an as-required basis.

Responsibilities

Develop and maintain equipment checklists; Coordinate quality assurance (QA) on new equipment in consultation with the LCMM; Coordinate the distribution of equipment to DND and Canadian Army (CA) formations. Distribution of equipment must be tracked to the end user to ensure visibility on the status of distribution and quality of service; Provide written maintenance instructions to address support requirements (in garrison or deployed) for new and in-service equipment and systems; Perform technical analysis and interpretation of Statements of Operational Requirements (SOR) Initiate proposals for developmental projects which address stated requirements and fall within the limits of available resources; Develop technical data and inspection standards that govern fabrication of prototypes; Provide input to the DND Technical Authority (TA) when preparing SOWs and technical specifications; Assist the TA with any pre-tender conferences required to clarify the specifications to ensure that complete and satisfactory proposals are received; Suggest test methods and procedures to establish failure modes and measures to correct them; Investigate Unsatisfactory Condition Reports (UCRs) and Technical Failure Reports (TFRs), including analyzing root causes and recommending corrective actions where required; Suggest instructions to overcome deficiencies caused by faulty operation or maintenance; Suggest and recommend system modifications which improve or maintain a system's effectiveness; Review and amend Canadian Forces Technical Orders (CFTO’s) of assigned systems in accordance with (IAW) with DND policies; Advise the Technical Authority on the disposition of obsolete technical publications associated with assigned systems, including recommending updates, archival, or withdrawal of outdated documentation; Assist with configuration management activities; Assist the TA with the revision of Technical Data Packages (TDP) to incorporate design changes made to a system during its life cycle; Maintain a sound knowledge of the assigned system operations to provide technical advice to the Equipment Management Team (EMT) and in interdepartmental committees and meetings; and Assist the LCMM by providing technical input related to assigned system

Qualifications

Must have a minimum of 60 months of combined experience, within the last 72 months, performing a minimum of 9 of the 18 tasks: Develop and maintain equipment checklists;Coordinate Quality Assurance (QA) on new equipment; Provide written maintenance instructions to address support requirements for new and in-service equipment and systems; Perform technical analysis and interpretation of Statements of Operational Requirements (SOR); Initiate proposals for developmental projects which address stated requirements and fall within the limits of available resources; Develop technical data and inspection standards that govern fabrication of prototypes; Provide input when preparing a Statement of Work (SOW) and technical specifications; Assist with any pre-tender conferences required to clarify the specifications to ensure that complete and satisfactory proposals are received; Suggest test methods and procedures to establish failure modes and measures to correct them; Investigate Unsatisfactory Condition Reports (UCRs) and Technical Failure Reports (TFRs), analyze root causes, and recommend corrective actions or instructions to address operational or maintenance deficiencies; Review and amend policies as required; Advise on the disposition of obsolete technical publications associated with assigned systems, including recommending updates, archival, or withdrawal of outdated documentation; Maintain system knowledge and provide technical input related to the assigned system, including participation in interdepartmental committees and meetings; Review the lates data available from sources, analyze maintenance, repair, and overhaul data to support lifecycle management decisions and sustainment planning; Consult, advise, and provide input in the preparation of SORs against which systems must be designed, developed, procured, tests, evaluated and accepted; Determine if equipment complies with Canada’s Controlled Technology Access and Transfer (CTAT) regulations and the United States International Traffic in Arms Regulations (ITAR) and recommend whether an item is a controlled good Provide direction for the disposal of obsolete equipment in accordance with CTAT, ITAR and applicable environmental policies; Assess the demilitarization requirements and produce a demilitarization strategy, and prepare disposal plans and technical demilitarization instructions as required

Must have a minimum of 24 months of combined experience, within the past 96 months, performing a minimum of 4 or more of the following 7 tasks in an Enterprise Resource Management (ERP) system (e.g. SAP, DRMIS):

  1. Coordinate the distribution of equipment;
  2. Prepare supporting documentation for recording decisions in an ERP system;
  3. Record decisions in an ERP system;
  4. Ensuring codes assigned are valid and changing it if is determined to be incorrect;
  5. Assist with configuration management activities recorded in the ERP system;
  6. Consulting other sectors to confirm that demilitarization is performed and provide related technical input;
  7. Prepare or support support-cost option analyses for systems and equipment to inform lifecycle management decisions.

Additional Requirements

Must be able to obtain a Government Security Clearance at the Secret level
