In support of achieving excellence and business results through safe, reliable operations, our Site Services department is currently hiring for aFirst Line Manager, Center of Site Operations (Wastewater Overall Responsible Operator).
This is a permanent, full-time position which offers a competitive benefits, compensation and pension package and is located on site in Tiverton, Ontario.

Key Responsibilities:
- Supervise operations staff, while on shift. Plan, schedule and assign work according to organization policies and procedures. Provide or administer proper and clear instructions. Handle personnel problems including discipline, and where guidance is required, consult with Manager. Advise in the solution of work problems. Maintain checks on work performance and adherence to all relevant regulations and policies. Ensure that adequate records are kept. Monitor performance and develop staff by performing performance appraisals. Provide recommendations for staff promotion, rotation, and administer the collective agreement. Participate in the selection process.
- Promote by means of good example and discussions with staff, a proper safety attitude.
- Perform pre-job briefings, and post-job briefings, as required.
- Prepare and complete Job Safety Analysis (JSAs) as required.
- Ensure that safety regulations are strictly observed, including the approved limits of exposure to radiation chemicals or noise. Where interpretation of the regulations is required, discuss with Manager.
- Work closely with Joint Health & Safety Committee (JHSC responding quickly and immediately to safety concerns.
- Be aware of radiation status of all operators and others as assigned (trainees).
- Assist in the adjustment of working conditions to ensure that all personnel exposures are kept within approved limits.
- Conduct safety meetings as required and assist in safety training program.
- Recommend improvements to COS safety section.
Specific Accountabilities:
- Sets operational priorities for Facilities and Infrastructure operation and maintenance Inputs to and coordinates outage plans of assigned equipment and facilities.
- Identify, plan and implement projects to correct and improve the operation and maintenance of Centre of Site infrastructure and facilities, carrying out liaison with other departments, as required.
- Provide support to Operators regarding routine and non-routine operations and maintenance requirements with respect to Centre of Site infrastructure and facilities.
- Coordinate operational issues of work protection and work management.
- Ensure line Management is aware of all aspects and state of day-to-day operations, safety concerns and such recommendations and action items that require assistance from higher managerial levels.
- If required, Act as Chief Engineer as required by the Technical Standards and Safety Authority (TSSA) Operating Engineers Regulation of Ontario.
- Maintain surveillance of systems and equipment in the department for reliability and detection of faults and initiate corrective action to preserve efficient operation of the section.
- Assist in determining malfunctions by observing operations on the results of routine tests.
- Arrange with operators for the performance of tests to determine the location and nature of defects in the operating systems or non-operating systems. Supervise the investigation of malfunctions and obtain advice from Manager, as required. Make arrangements for and coordinate assistance from maintenance groups to initiate appropriate corrective action to repair defective equipment.
If required Act as a Work Protection Code Subject Matter Expert for Centre of Site:
- Supervise the staff and operation of the Centre of Site Work Protection Office.
- Be responsible for the proper application of the Code through the Work Protection Office in Centre of Site.
- Monitor issuance of work permits to maintain safe work areas leading to effective production and protection of equipment and personnel.
- Ensure regulatory compliance
- Provide required troubleshooting guidance and support to operators
- Prepare and/or review procedures and methods for the operational control of specific processes, systems and equipment in the department, as directed by Manager. Receive assignment from Manager with general outline of requirement.
- Peruse available data to become familiar with the operating facilities and conditions as well as pertinent regulations and policies. Consult and discuss the various aspects with other Department staff.
- Contribute to the development of and provide advice on operating and testing procedures.
- Ensure operating procedures are followed.
- Recommend, and as approved, implement modifications, deletions or additions to operating procedures to improve safety and efficiency of the department and utilization of labor. Prepare recommendations for Manager, based on observations and operating experience.
- Discuss proposal with Manager, providing any supporting data required. Comment on other recommendations, as requested.
- Prepare reports, as requested by Section Manager, to document unusual occurrences and operating experience.
- Participate in the training of department personnel. Assist with operators' training lessons if required, to check validity and completeness with respect to current trends and changing conditions. Conduct formal checkouts in the training of operators as necessary. Participate in classroom talks, as invited, on pertinent subjects.
- Participate in the testing of new replacement equipment or modifications to existing equipment and/or system. Receive assignment from Manager.
- Work with designated personnel, and influence same to adopt a certain approach or method in the interests of safety, cost-effectiveness and quality.
- Place approved equipment and/or system in normal operation as authorized.
- Take any preventative or corrective action as necessary to optimize service.
If required on behalf of Bruce Power, be the Overall Responsible Operator (as defined in Provincial Statutes and Regulations) of the Sewage Processing Plant and Collection System:
- Ensure licensed operator coverage of the plant (Operator-in-Charge) is appointed with duties clearly communicated (regulatory & management).
- Ensure sewage system on-call duties are maintained and communicated.
- Maintain proper provincial waste water licenses, for self and staff.
- Maintain a sewage plant log in compliance with MOE regulations.
- Ensure sewage plant and collection system regulatory compliance with respect to due diligence, CoA objectives and CoA operating limits.
- If required, on behalf of Bruce Power, be the Overall Responsible Operator (as defined in Provincial Statues and Regulations) for the Domestic Water System at COS
- Perform other duties as required.
Education
- Requires and must maintain current, an Ontario 2nd Class Operating Engineer Certificate of Qualification, OR an Ontario 3rd Class Operating Engineer Certificate of Qualification with an Ontario Refrigeration “A” Certificate of Qualification, OR the combination of an Ontario Wastewater Treatment Class II Licence and a Limited Surface Water Certificate.
- This knowledge is considered to be normally acquired through the completion of Grade XII plus 2 years' further concentrated study in an appropriate field.
- Requires a basic knowledge in science fundamentals (mathematics, mechanics, chemistry, heat and thermodynamics, electricity) and the principles of operation of systems and equipment in the department, and the regulations, methods and procedures involved for efficient operation of the department.
Experience
- Requires experience in the operation of sewage treatment or steam generating facilities to become knowledgeable of the systems, components and processes involved in the production of steam and to learn the associated routines, regulations, procedures, etc. particularly with regard to safety and efficiency of operations.
- A period of over 6 years and up to and including 8 years is considered necessary to gain this experience**.**
