We are seeking an experienced Senior GIS Systems Analyst and Developer to support a major geospatial application modernization initiative for the Ministry of Public and Business Service Delivery and Procurement.
The successful candidate will provide senior technical leadership in upgrading enterprise GIS applications from legacy Geocortex-based platforms to the next-generation VertiGIS platform, while supporting application architecture, development, integration, testing, implementation, and ongoing maintenance.
This role requires strong expertise in GIS technologies, ArcGIS Enterprise, VertiGIS/Geocortex, FME, cloud platforms, web application development, spatial data solutions, and enterprise application modernization.

Position Summary
The Ministry of Public and Business Service Delivery and Procurement is undertaking a multi-year initiative to modernize business-critical geospatial applications hosted on the GIS Delivery Platform (GDP).
The Senior GIS Systems Analyst and Developer will support the migration of up to 18 Geocortex-based GIS applications to the modern VertiGIS platform, ensuring continued functionality, improved performance, enhanced security, accessibility compliance, and alignment with Ontario Government IT standards.
The successful candidate will provide technical expertise across the complete Software Development Life Cycle (SDLC), including requirements analysis, architecture design, application development, testing, deployment, documentation, and operational support.
Key Responsibilities
GIS Application Modernization & Development (40%)
Lead the technical upgrade of Geocortex applications to the VertiGIS platform. Analyze existing GIS applications and recommend modernization approaches. Design, develop, test, and implement GIS-based solutions.
Support integration with
Enterprise GIS data Geoprocessing services Portal technologies External systems Maintain and enhance GIS applications while preserving existing functionality. Support improved accessibility, performance, and user experience.
Technical Architecture & Solution Design (25%)
Provide senior technical expertise in system architecture and solution design. Analyze business requirements and translate them into technical specifications. Develop architecture documentation, technical designs, and implementation strategies. Evaluate technical solutions to ensure alignment with project goals. Support technology assessments, feasibility studies, and cost-effective solution analysis. Recommend improvements to development standards, tools, and processes.
Software Development & Integration (20%)
Develop and maintain enterprise GIS web applications.
Work with

Coordinate development activities and technical deliverables. Support testing, implementation, and post-production activities. Provide coaching and guidance to junior analysts and developers.
