THE OPPORTUNITY
The Municipal Engineer - Utilities is responsible for providing technical leadership and independent engineering judgment in the planning, operation, and management of the City’s water, sanitary, and underground stormwater systems. This position leads asset management, system analysis, and lifecycle planning initiatives to support sustainable infrastructure investment and regulatory compliance. The role provides technical authority and delegated decision-making support for capital projects, development reviews, and operational issues. Working collaboratively across departments and with external stakeholders, the Municipal Engineer – Utilities ensures utility infrastructure aligns with municipal standards, legislative requirements, and long-term service objectives.
This is a full-time, permanent position with an annual salary range of: $97,861.40- $116,316.20.
RESPONSIBILITIES
- Asset Management, Capital Planning, and Technical Analysis

Lead technical analysis of utility asset data to support short- and long-term planning for system operations, growth, rehabilitation, and renewal.

Develop and apply asset management plans, including risk-based prioritization, lifecycle strategies, and levels of service performance measures.

Exercise professional engineering judgment in preparing system analyses, technical reports, and engineering recommendations.

Provide technical leadership for asset management initiatives related to asset inventory, condition assessment, and use of the Cartegraph asset management system.

Lead and implement initiatives focused on water loss control, inflow and infiltration reduction, system optimization, and lifecycle planning.
- Utility Systems Support and Compliance
-
Ensure engineering decisions support the safe, reliable, and regulatory-compliant operation of the City’s water, sanitary, and underground stormwater systems.

Provide technical oversight and engineering input for inspections, regulatory reporting, system monitoring, and compliance activities related to underground utilities.

Act as a technical authority in providing engineering support to the Utility Operations team on complex operational and system performance issues.
- Capital Projects and Development Review
-
Review and approve engineering designs, technical reports, and servicing plans within delegated authority to ensure compliance with municipal standards, legislation, and long-term infrastructure objectives.

Provide engineering decision-making support to the Capital Projects team throughout planning, design, and construction, including resolution of technical issues.
- Policy, Standards, and Governance
-
Provide professional engineering input into the development, implementation, and periodic review of master plans, policies, and strategies related to underground utility infrastructure.

Review, update, and interpret sections of the Municipal Development Standards related to water, sanitary, and stormwater systems, exercising delegated authority.
- Communication and Collaboration
-
Collaborate with internal departments, consultants, developers, and external agencies to advance utility planning, operations, and capital initiatives.

Clearly communicate technical analysis, professional opinions, and engineering decisions through reports, presentations, and technical discussions.
- Other Duties
- Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
- Act as a steward of the City's Corporate Culture through empowerment and support to staff.
- All employees shall act safely at all times and will report any unsafe conditions, procedures, or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
- Employees are expected to stay current on WHMIS and other safety-related procedures.
- Perform other job-related duties.
QUALIFICATIONS
Required Qualifications:
- Degree in Civil Engineering or a related field from an accredited University.
- Eligible for a professional designation in Alberta through either:
o The Association of Professional Engineers and Geoscientists of Alberta (APEGA) as a P.Eng., or
o The Association of Science and Engineering Technology Professionals of Alberta (ASET) as a Certified Professional Engineering Technologist.

Minimum five (5) years of relevant and progressive engineering experience.

A combination of experience and education may be considered.

Strong knowledge of engineering principles and practices relating to the design, construction, operation and maintenance of water, wastewater, and stormwater systems.

Excellent communication, interpersonal, and problem-solving skills.
-
Strong customer service orientation and the ability to build positive, productive business relationships.
-
Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation.
-
Enhanced knowledge of Microsoft Outlook, Word, Excel, Teams, and PowerPoint.
Asset Qualifications:

Alberta Municipal government experience.

Familiarity with GIS systems, asset management tools, and utility modelling software.

CONDITIONS OF EMPLOYMENT

Class 5 Driver’s License.

Proof of a designation and willingness to maintain the designation.

Must obtain a satisfactory review of a three-year Driver’s Abstract, with a maximum of six demerits.

Criminal Record Check Clearance.
Working Environment:
- Monday to Friday.
- Hours of Work: 8:30am to 4:30pm.
- Hybrid work options are possible .
- Overtime may be required.
- Noise Exposure - may be exposed to noise over 85 decimals.
- Travel within the municipality is required, a truck is provided.
- Working in both office and construction site environments.
