The Information Security Manager will lead, and project manage, the automated client and offender management systems for Community and Correctional Services. The incumbent is responsible for developing and organizing training of the client and offender management systems and will hold authority and responsibility for executing the training programs, negotiating through conflicts and developing contingency approaches to overcome obstacles. They will supervise the Data Analyst position and the analysis that transforms data and research into intelligence which informs decision making and information audits. Effective project management is a critical component for assuring success.
The position will participate in Divisional investigations, audits, data collection and analysis, assist with developing intelligence plans for Community and Correctional Services, as well as gathering intelligence information to prevent security incidents. Good planning, strong management and monitoring progress will be required. This position will report to the Manager of Security and Intelligence
Duties will include but are not limited to:
- Overall management of the client and offender management systems (OMS);
- Act as the “Subject Matter Expert” for client and offender management systems;
- Provide advice and recommendations to program and senior management on strategies to support and develop client and offender management systems;
- Explain complex technical concepts to non-technical audiences;
- Provide expert advice and recommendations to Senior and Program Managers on progress, issues and resourcing needs;
- Coordinate, schedule and lead individual meetings to work with each Section to help resolve system issues and develop enhancements to client and offender management systems;
- Develop an Intelligence Plan for Community and Correctional Services;
- Develop the priority information requirements for all sections of Community and Correctional Services;
- Gather and share information and intelligence with Provincial stakeholders to prevent security incidents;
- Constant sharing, collaborating and networking with other agencies/jurisdictions to maintain or improve safety and security throughout all PEI Correctional Institutions and Community Programs;
- Identify and manage Security Threat Groups (STGs) and support strategic population management such as organized crime units, outlawed motorcycle groups (OMGs), including provincial, national and international crime organizations and activity;
- Oversees overall employee performance for staff supervised by this position including managing and assigning project work, development of statistical reporting and investigative procedures;
- Participates as a member of the Security and Intelligence Program, representing information development and management systems;
- Direct responsibility for supervising and coordinating the day-to-day operations of the offender management systems including working with staff across custody and community programs to ensure appropriate delivery;
- Assist in internal investigations as directed by the Manager of Security and Intelligence including investigating incidents which involve staff and offenders;
- Assist with the development and/or implementation of standards, procedures, policies, and practices pertaining to security and intelligence and preventative security.
Minimum Qualifications:
- Bachelor's degree in social sciences, business, or related field;
- Demonstrated equivalencies will be considered.
- Extensive experience in the justice or correctional environment;
- Leadership experience;
- Experience in developing and implementing policies and procedures;
- Experience synthesizing and presenting information to a variety of stakeholders (including senior levels of management) to aid in organizational or business planning and/or performance monitoring;
- Ability to deliver training and facilitate groups;
- Knowledge of automated information management systems;
- Strong analytical background, as well as strong oral and written communication skills and organizational skills;
- Criminal Record Check;
- Ability to obtain a Level 2 Secret Clearances (through RCMP) upon acceptances into position;
Other Qualifications:
- A master’s degree would be an asset;
- System training and an understanding of techniques related to systems would be an asset;
- Possesses strong technical knowledge, with ability to explain complex technical concepts to non-technical audiences;
- Experience in data science / statistics would be an asset;
- Experience with Tableau, R & R Studio or other data analytic software would be an asset;
- Excellent organizational and administrative skills;
- Knowledge of Community and Correctional Services;
- A valid PEI Drivers license.
