As the Workforce Planning Analyst in the HR Information Management (HRIM) Portfolio, you are responsible for leading HRIM data integrity at Calgary Police Service (CPS) including the development and implementation of information management principles, data architecture and delivery; and strategic workforce planning including forecasting, analysis and corporate reporting. Primary duties include:

  • Develop data-driven insights and determine analytical techniques to inform corporate reporting and critical decision-making related to recruitment, patrol deployment, succession planning, promotions, training delivery, long-term financial planning, HR policies, labour relations, and wellness programs - supporting the specific needs of a 24/7 and first responder agency.
  • Perform advanced data analyses with multiple impacting factors, forecasting, modelling and derive actionable insights in order to develop accurate and meaningful workforce analytics for the new Workforce Analytics Program.
  • Ensure data ethics in methodology and analytical reports to critically evaluate methodologies in alignment with academic ethical standards and organizational values.
  • Lead the facilitation of sensitive HR analytical requirements and participate in HR risk mitigation planning involving labour relations considerations such as senior leadership organizational strategy pertaining to organizational restructuring, jurisdictional transfers of positions, employee grievances, workplace complaints, leaves of absence, accommodations, staffing challenges, and union requests for information (sometimes for collective bargaining purposes).
  • Exercise strategic communication and present findings, analyses, and recommendations to governance and executive-level stakeholders including the CPS Executive Leadership Team and Calgary Police Commission. This includes preparing and reviewing detailed reports, presentations, executive summaries and speaking notes that clearly convey complex information in an accessible manner.
  • Lead Human Resources Information Management (HRIM) data integrity at CPS by ensuring consistent implementation of position management principles for the Service through supervision of workflow, position management training and guidance, data transformation and delivery solutions using the HCM environment, coaching employees and overseeing quality assurance of their systems, data management tools, and related processes, and applying advanced technical skills to diagnose and resolve analytical, information management, and data delivery challenges.
  • Exercise proficiency with tools like R, Python, SQL, and advanced Excel, and in using predictive analytics to inform organizational staffing decisions and manage HRIS data.

Qualifications

  • A graduate degree in Business Analytics, Human Resources, Statistics, or a related field, and a minimum of 5 years experience in workforce planning and analysis, corporate reporting and presentation delivery is required. This includes forecasting, modeling, trend analysis, and translating data-driven insights into strategic recommendations aligned with CPS goals.
  • Advanced proficiency in Excel, SQL, and Power BI for data reporting and visualization is also required.
  • Experience with data integrity and analysis in support of Human Capital Management (HCM)/Enterprise Resource Planning (ERP) systems is an asset.
  • Success in this position requires strong leadership and communication, strategic problem-solving and analytical thinking, accuracy and attention to detail, efficiency and thoroughness with a focus on client-based results, and the ability to manage multiple competing priorities with time sensitive deadlines.

Pre-employment Requirements

  • An enhanced security clearance will be conducted.
  • Applicants selected for an interview will be given an analytical test and be asked to provide a sample of a corporate report that they have designed and authored.
  • Successful applicants must provide proof of qualifications. Education obtained from out of country must have or be able to obtain, an Education Credential Assessment (ECA) for confirmation of equivalent credentials.

Compensation: Pay Grade 12 $47.01 - 62.84 per hour

Days of Work: This position works a 5 day work

week with 1 day off in a 3 week cycle.

Hours of work: Standard 35 hour work week
