Construction Manager 3 - North Coast Transmission Line (Prince George or Burnaby)

Annual salary: $ 155,000.00 - 196,000.00

Position Highlights
BC Hydro is building new high voltage transmission infrastructure to bring more clean, reliable electricity to the North Coast

to foster economic growth and enable our customers to use clean electricity to power their operations. The new 500 kV

North Coast Transmission Line will be approximately 450 km between Prince George and Terrace BC. Delivered in

partnership with First Nations, the North Coast Transmission Line includes shared ownership opportunity, contracting

opportunities and long-term economic benefits for First Nations. This senior leadership role will be based either in the

Burnaby or Prince George office, within the Capital Construction Division of Project Delivery. They are responsible for

overseeing the construction of large, complex projects in the region including the North Coast Transmission Line, and for

building and supporting a high-performing construction management team to deliver these projects of provincial and

national importance.

What you'll do

  • Leads the management of construction work on the North Coast Transmission Line projects with contracts of significant

dollar value, complexity, profile and risk. Provides guidance to Project Managers and Directors on these high-risk, high-
impact construction projects.

  • Responsible for delivering on the construction component of large, complex high-risk projects that span multiple years,

including adherence/ development of standards; development and maintenance of supplier relationships, First Nations

relationships and stakeholder relations.

  • Is appointed BC Hydro’s Representative and becomes accountable for ensuring the completion of contract work in an

orderly and timely manner and in accordance with the terms and conditions in the contract; controls scope of work and

costs; negotiates work changes and equitable adjustment requests; makes ruling on disputes between Hydro and

contractors; investigates and resolves construction claims on BC Hydro’s behalf.

  • Develops construction project plans, strategies and resource requirements and leads Constructability and Biddability

Reviews. Is accountable to the Project Director for the achievement of objectives within the scope of the construction

project.

  • Manages the implementation of the project within agreed upon scope, timeline and budget, using a high level of judgment

in the assessment, planning and execution of these very complex, high-risk, high-profile construction projects. The failure to

deliver could have significant cost, safety or reputational impacts for BC Hydro.

  • Ensures that resources with appropriate skill sets are provided by soliciting and calling upon managers within the

organization who will supply the resources; assigns work and provides instructions, advice and technical leadership and

guidance to those resources on a daily basis as required on the Site(s); provides advice and guidance to Project Managers

or Directors regarding constructability and construction management issues; reviews work in progress and assesses

completed work for accuracy, required results and quality assurance.

  • Provide leadership to a large team in meeting the project goals, including setting performance objectives, providing

employee development, coaching, mentoring, providing constructive and developmental feedback, and driving a culture of

safety and high engagement.

  • Investigates and analyzes challenging or unusual problems of a construction nature, develops alternative solutions,

evaluates risks and applies innovative solutions to problems.

  • Supervises the operation and maintenance of the construction field offices, housing and transportation vehicles; ensures

security of sites.

  • Supervises the production of project site documentation and financial reports.

  • Tracks contractor progress and performance in accordance with project objectives and priorities.

  • Ensure compliance by BC Hydro and its contractors with applicable permits, agreements and with commitments to First

Nations

  • Demonstrates a strong commitment to safety and creates a culture where safety is first, and employees are recognized for

safe performance and compliance with safety regulations and safe work practices.

  • Acts as a Specialist regarding Construction related matters to anyone across all lines of business. Can be considered a

subject matter expert regarding construction and contract management practices and procedures.

  • Utilizes the rigorous systems, processes, tools and resources BC Hydro has in place for managing large projects. This

includes adherence to our internal Project & Portfolio Management (PPM) practices.

  • Conducts regular construction site visits to provide support to employees/external resources and to ensure all applicable

protocols, procedures, policies, standards, regulations, etc. are being met.

  • Provides input and participates in the public consultation process as it pertains to construction site activities and issues.

What you bring

  • A degree or diploma in Engineering, Construction Management, Project Management or Commercial Management. An

equivalent combination of education and experience may be considered.

  • A minimum of 15 years direct and progressively more complex experience including considerable experience with electric

utility projects performing construction/contract management

  • Strong leadership skills demonstrated by a track record of building, leading and managing diverse teams

  • Exceptional verbal and written communication, influencing, negotiation, and facilitation skills, at all levels of the

organization

  • Excellent working knowledge of project costing, scheduling, and scope/quality/quantity management, contract

management processes, safety policies and safe work procedures

  • Strong understanding and knowledge of various types of construction methods

  • Demonstrated knowledge in construction methods and procedures for construction of substations, capacitor stations and

high voltage transmission lines and towers is considered an asset

  • Successful experience working with First Nation partnerships and businesses in a construction environment is considered

an asset

  • Experience delivering projects that include co-ownership with First Nations is considered an asset

  • Must be competent in driving in all weather conditions

  • A condition of employment for this job is that you maintain your Driver's License: Class 5
