Located on the traditional, ancestral and unceded lands of the Musqueam, Squamish, and Tsleil-Waututh Nations, West Vancouver is a vibrant community on the North Shore and home to parks, beaches, and to sports, recreation and arts amenities. One of three local governments on the North Shore, the District of West Vancouver has an annual operating budget of $209 million and an annual capital budget of $125 million. The District employs more than 1400 people and provides services to about 44,000 residents and 6,200 businesses.
The West Vancouver Financial and Corporate Services Department is currently seeking a permanent full-time Director, Finance and Corporate Services, to provide strategic direction to the finance department and direct the delivery of financial service functions, as well as the strategy and operations of the District’s Corporate services in accordance with council’s policies, approved budgets and citizens’ expectations.
Reporting to the Municipal Manager, this position directs and oversees the effective operations of the Financial Services Department, Facilities and Assets Department, Information Technology Services, and Procurement and Risk Advisory. This role carries out the statutory responsibilities and duties assigned by the Community Charter; provides financial advice, information and data to Council and operational departments; and plans, develops, implements, and coordinates the financial services functions, including budgeting, financial planning, and reporting, taxes/utilities, purchasing, and asset and risk management. As a key member of the senior leadership team, the successful incumbent develops current and long term budgets, establishes financial policies and controls, and invests funds at the best possible rates while minimizing risks.
The successful candidate will have completed a recognized professional accounting program or Commerce degree specializing in accounting or finance, plus considerable related accounting and leadership experience or an equivalent combination of education and experience, ideally in a local government setting. They will also possess membership or eligibility for membership in the Chartered Professional Accountants of Canada.
We are seeking a vision-oriented professional with strong interpersonal skills, who brings a proven ability to develop credibility and work effectively with elected officials, employees, and external stakeholders. The ability to analyze and exercise a considerable degree of sound, independent judgment in resolving problems related to financial and corporate services is crucial to success in this position.
