Role Responsibilities

The Director, Executive Operations (DEO) reports to the Assistant Deputy Minister of the Public Security division. The DEO is responsible planning, development and execution of divisional priorities aimed at broad public security concerns. Public Security divisional issues are complex, politically sensitive and often subject to significant public interest and scrutiny.

In addition, the Assistant Deputy Minister of this division is also a Chief Operating Officer (COO). As a COO, they are engaged in complex cross-ministry initiatives to drive efficiency, eliminate redundancies, and align programs across the Alberta Public Service. They have a functional reporting relationship with the Senior Deputy Minister, Operations within Executive Council.

The DEO is a critical leadership role within the Assistant Deputy Minister’s Office. It is a dual role that not only supports the enterprise-wide mandate of the COO but also provides strategic leadership to divisional priorities aimed at broad public security concerns within Public Security.

As the successful candidate, you will work closely with the Assistant Deputy Minister to advance initiatives that enhance operational efficiency, reduce duplication, and deliver better outcomes for Albertans. Simultaneously, you will be responsible for aligning strategic initiatives and solutions which require a deep, comprehensive understanding of a wide array of Public Security concerns. These issues are top priorities for Albertans and have broad impacts, affecting various stakeholders as well as drawing public and media attention.

Your key responsibilities include:

  • Provide leadership, strategic advice and direction to support the effective communication and implementation of divisional activities.
  • Take a lead role in coordinating the implementation of the divisional initiatives, priorities and projects for the ministry.
  • Provide clarification, interpretation and translation of strategic direction and ministerial initiatives to operational guidance for the division to ensure strategic alignment with divisional mandates and priorities.
  • Manage and oversee a comprehensive system of responses to urgent and emergent issues and to anticipate future issues, potential implications and identify solutions related to these issues.
  • Work with divisional Executive Directors, divisional Directors, Deputy Ministry Office, and Ministry Correspondence Unit, to assess, refocus and resolve issues on short notice.
  • Anticipate, identify, detect and analyze relevant issues and ensure the division/ branches are responding appropriately by leading the development and management of appropriate plans, approaches and strategies. When issues arise, you coordinate with the appropriate areas of the division required for development of responses, ensuring appropriate processes are followed, and that the work is completed within appropriate time frames.
  • Work with staff to gather, analyze, present and develop recommendations on a series off issues, projects and programs.
  • Create and manage a series of strategic and operational projects related to the Assistant Deputy Minister (ADM) for decisioning and implementation.
  • Support the Assistant Deputy Minister in their COO responsibilities. This includes conducting horizontal and vertical reviews of programs and operations, leading cross-ministry coordination and collaborating with other COO offices across the Alberta Public Service.
  • Bring the right people together to propose integrated approaches and solutions for a coordinated divisional perspective.

Qualifications

Four-year university degree in a related field (Social Sciences, Business/Commerce or other related field) supplemented by a minimum of seven years of related experiences required.

Equivalency - Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or

  • 1 year of experience for 1 year education

Assets:

  • Previous experience working in an Executive Office/ briefing senior officials.

  • Critical thinking and problem-solving skills, including the ability to identify and analyze multi-faceted issues, and develop solutions to issues and information requests.

  • Experience with researching, composing, tracking and editing briefing notes and other correspondence.

  • Strong change management, project management and organizational skills.

  • Knowledge of GoA policy development cycle, decision-making process and legislative procedures, as well as legislative agendas, priorities of other governments and their likely impact on Alberta priorities.

  • Past leadership/supervisory experience.
