The Opportunity

The Settlement Services Unit is seeking a results-driven team player with strong analytical and communication skills, as the Senior Program Analyst for a one‑year term. This position requires a self-starter with proactive problem-solving skills and the ability to identify solutions to complex issues.

Reporting to the Director, Settlement Services - your responsibilities will include:

  • Developing policy initiatives, research reports, and program evaluations that support and enhance the development and delivery of settlement services across Saskatchewan.
  • Providing strategic options, policy advice, briefing papers, and recommendations to senior management on complex issues relating to settlement services.
  • Identifying and analyzing emerging opportunities and challenges in immigration and settlement support, including language training and credential recognition, through research, data analysis, and stakeholder engagement.
  • Developing evaluation frameworks to measure program performance, including defining outcomes, performance indicators, data collection methods, and related issues.

The ideal candidate in this role will have: Demonstrated ability to conceptualize, develop, and implement strategies, programs, and policies to achieve measurable results.

  • Strong strategic thinking and problem‑solving abilities, supported by advanced research, evaluation, and analytical skills to provide recommendations on programs, policies, and legislation.
  • Demonstrated ability to communicate effectively with diverse audiences and clearly explain complex information in both verbal and written formats.
  • Strong relationship‑building skills and the ability to work effectively with a broad range of internal and external stakeholders.
  • Proven ability to plan and manage multiple complex projects while effectively organizing work, managing competing priorities, and meeting tight timelines.

Typically, the knowledge and experience required to achieve the above is obtained through completion of a master’s degree in public policy, social science, commerce/business or a related field, or through completion of an undergraduate degree combined with relevant experience.

The Ministry of Immigration and Career Training (ICT) has a strong commitment to maintaining the integrity of its programs and services. Employees of the Ministry are not eligible to apply to the Saskatchewan Immigrant Nominee Program (SINP), either as a principal applicant or an accompanying family or act as a supporting family member on an application. ICT employees and their immediate family members cannot have ownership or interests in a business or undertaking that recruits workers through the SINP.
