AVI Health & Community Services (AVI) is a multi-disciplinary community-based organization, providing HIV, hepatitis C and harm reduction services out of 5 locations across Vancouver Island. AVI provides services to people living with HIV and hepatitis C and harm reduction clients. Join our supportive, dedicated and client-centred team in promoting the health, dignity and well-being of all people affected by HIV, HCV and substance use by delivering sex-positive and harm reduction-based education, prevention and/or support services.

Job Summary The Harm Reduction Systems Navigator will provide support to individuals accessing harm reductions services at 713 Johnson St and in community. They will provide short term counselling, psychosocial and health-related supports and referral services to individuals struggling with substance use, mental health. The Harm Reduction Systems Navigator will be responsible for supporting individuals with supportive, short term case management services that are offered within a harm reduction and health promotion framework and works in consultation with AVI clients to assess needs and develop client directed goals. The Harm Reduction Systems Navigator will assess situations and provide psychological crisis support, information, referral, advocacy, and when possible transportation to the next step in care. The Harm Reduction System Navigator will work closely with the Harm Reduction drop-in at the 713 office and will prioritize supporting individuals who access that service.

Our Victoria Harm Reduction Response Team works on the territories of the Ləkʷəŋən peoples (Esquimalt and Songhees nations).

Key Duties And Responsibilites

  • Identifies clients who are seeking access to support and referrals.
  • Provides support to individuals accessing AVI's drop-in at the 713 office
  • Provides outreach and support in a variety of settings on an as-needed basis, including parks, encampments, shelters, drop-in centers, people’s homes, community services and to people living outside and/or in temporary and fixed Overdose Prevention sites and other areas of Victoria
  • Provides outreach-based supports in the community including accompaniment to appointments, home visits, and advocacy in accordance with the established care plans.
  • Provide support for people in the community that are experiencing mental health crises.
  • Uses brief assessment, crisis response, and counselling skills to help meet immediate, basic needs and make appropriate referrals to other health and support services.
  • Provides advocacy to clients by working with them on issues such as housing, medical, legal and other support agencies.
  • Provides support to AVI’s daytime reception.
  • Liaises between various AVI team’s leadership to support participants and assist with collaborative and proactive problem-solving as needed.
  • Conducts individual or group information sessions, and develops educational materials to meet clients’ needs, as required.
  • Provides information related to harm reduction, HIV/AIDS, and hepatitis C to other service providers, such as government and community-based agencies, and within medical and educational settings.
  • Maintains both paper and electronic confidential client files.
  • Fosters safety by following protocols related to violence prevention and critical incidents such as overdose and other medical emergencies.
  • Engages in planning, evaluation, reporting, and program development as directed.
  • Performs other duties as assigned.

Qualifications Minimum of 3 years’ experience that includes the following:

  • Direct service delivery and advocacy experience with community-based and provincial support services and systems.
  • Supporting individuals to effectively navigate through complex health and social service systems (eg. income assistance, housing, healthcare, addictions treatment options, etc).
  • Establishing and maintaining rapport with a diverse range of individuals.
  • Utilizing conflict resolution skills to work through a variety of issues with service users.
  • Triaging crises, urgent demands, and complex situations and utilizing organization skills to balance a full caseload.

Education And Training

  • University degree in Health or Social Services, Counselling, Social Work, etc.), or equivalent combination of education and experience.
  • A valid Class 5 BC Driver’s License and use of own vehicle would be an asset.
  • First Aid training with CPR-C.
  • Training or experience in non-violent and anti-oppressive de-escalation and crisis intervention.
  • Strong working knowledge of local health and social services resources.
  • Knowledge in the areas of harm reduction/health promotion practices, safer sex and safer drug use practices, addictions, sex work, HIV/AIDS, HCV, poverty, trauma, and mental health.

Skills And Abilities

  • Ability to respectfully engage and support Indigenous relationships, with a trauma-informed and decolonial lens.
  • Demonstrated understanding of the importance and role of people who use drugs in the development, delivery, and evaluation of services intended to benefit them.
  • Ability to apply harm reduction and health promotion frameworks to support work and to provide support based in social justice, relationality, cultural humility, and trauma-informed practice.
  • Computer skills including ability to navigate client files, databases, email, and word-processing.
  • Ability to receive feedback from supervisors and integrate into goal setting and future practice.
  • Capacity to work in a highly self-directed environment and respond to community needs and problem solve with flexibility, creativity, and assertiveness.
  • Demonstrated commitment to working within a collaborative team approach including proactively addressing issues through collaborative problem-solving.

Position Details

  • Pay: $33.99/hour to start with stepped increases based on your seniority with AVI. (Pay for this role is based on the BCGEU pay grid 38)
  • Hours and Schedule: Casual basis with potential shifts falling between Monday to Friday, 10:00am to 6:00pm
  • Term: Position is ongoing, but subject to funding.
  • Location: AVI Victoria office and in the community as needed
  • Position: This is a casual position
  • Number of positions available: 2
  • Union: AVI is a union environment under the Collective Agreement: HEABC & Health Services & Support Community Subsector Association 2022-2025 and this role is a BCGEU union position.
  • Pension: If you are already a member of the Municipal Pension Plan (MPP), you can continue with them at AVI immediately. At this time, AVI contributes an additional 9.31% towards your pension account. If you are not already a member of the Municipal Pension Plan, part time staff may become eligible after 2 years with AVI.
  • Other Perks: This position gets paid an extra 5% in lieu of vacation 5% in lieu of stats, meaning your hourly rate is actually 10% higher than listed.
  • Hours of Work, Days Off and Work Area may be subject to change.
