The Licensing and Compliance Branch of the Department of Health, Seniors and Long-Term Care is seeking qualified candidates for the role of Director, Licensing and Compliance Unit. The Licensing and Compliance Unit provides provincial leadership and oversight in health system licensing and compliance management.

Conditions of Employment:

  • Must be legally entitled to work in Canada

  • Must provide and maintain satisfactory Criminal Record Check including Vulnerable Sector Search

  • Must have the ability to work overtime including evenings and weekends as required

  • Must have the ability to travel throughout the province as required, including overnight stays

  • Must be physically able to perform inspections (ex. standing, walking, use of stairs, kneeling, etc.)

Qualifications:

Essential:

  • Post-secondary education with a degree in public administration, business administration, and/or specialization in health care/system services, combined with experience working in a legislative and regulatory framework. An equivalent combination of education, training and experience may be considered

  • Experience leading or coordinating compliance programs within a regulatory environment

  • Leadership experience building and leading high-functioning, accountable and engaged teams

  • Experience translating strategic priorities into clear operational business plans and delivering results

  • Knowledge of change management principles and experience leading organizational change

  • Effective interpersonal skills including the ability to foster and build collaborative partnerships with various stakeholders

  • Excellent written communication skills for writing politically sensitive and confidential materials for senior leaders

  • Excellent verbal communication skills

  • Strong political acumen with experience identifying potential operational impacts and influencing decision

Desired:

  • Experience in public policy development
  • Experience in developing and/or advising on legislation and regulations
  • Understanding of the organization and administration of the Manitoba health care system

Duties:

The Director, Licensing and Compliance Unit leads and provides direction for policy, standards and/or program analysis, development, implementation, monitoring, and evaluation related to provincial emergency medical response systems and personal care home licensing, to support achievement of branch/department results and outcomes.

This management position engages with regional health authorities, Shared Health, and service delivery organizations (including personal care homes, emergency medical response system providers and others) to ensure provincial standards and safe environments for patients are maintained.
