Position Purpose Summary:

This position provides effective leadership in the efficient acquisition of resources and the provision of resources and supplies to local Salvation Army ministries in accordance with The Salvation Army mission, values and standards.

Accountabilities:

Activities

Provides oversight and management of:

  • Resourcing of supplies for Community Based Program at local ministry units, including the ongoing procurement of supplies required by local Salvation Army ministries.
  • Edmonton Christmas Kettle Campaign, including the direct coordination and oversight of the campaign in cooperation with Edmonton Ministry Units.

Personnel

  • Provides direct supervision to the CRC Volunteer coordinator.
  • Supervises and coordinates all Christmas Kettle employees.
  • Ensures Christmas Kettle locations are adequately staffed in coordination with the volunteer coordinator and when necessary by paid kettle workers.
  • Assists with the orientation sessions for new staff members.
  • Models and maintains a good and conducive working atmosphere at the Community Resource Centre.
  • Ensures good communication among management, staff, volunteers and local ministry units.
  • Ensures that all staff receive ongoing training to enable them to perform their job-related duties in an effective and professional manner.
  • Is available to staff for consultation on job-related issues as needed.

Christmas Kettle Campaign

  • Oversee the annual Christmas kettle fundraising campaign.
  • Identify and secure existing and new kettle locations throughout Edmonton and surrounding area.
  • Identify and arrange for pre-approved kettle locations where TSA public relations can do interviews regarding the kettle campaign.
  • Ensure that money is properly handled and deposits are made according to The Salvation Army operations policy and standards.
  • Ensure all Kettle supplies are on hand, delivered and picked up from city locations throughout the campaign as required.
  • Ensure that all health and safety standards are followed at all locations.
  • Assist with volunteer appreciation event at the end of the Kettle Campaign.

Administrative

  • Assists in the preparation of annual budget and maintains ongoing financial accountability.
  • The Resource Manager will ensure that the overall Mission, Vision, and Strategic Plans are kept current and are being followed.
  • Work in compliance with OH&S Act and Regulations and abide by The Salvation Army's health and safety policies and procedures.
  • Provides liaison and cooperation with all other Salvation Army ministry units & departments.
  • Provides liaison and cooperation with community partners as it relates to the procurement of resources. This will include vendors, donors, community groups, volunteers and landlords of kettle locations.
  • Maintains a thorough knowledge of programs offered by TSA in and around Edmonton in order to procure supplies and support the efforts of the ministry units.
  • Works in close cooperation with the CRC Operations Manager to ensure a safe working environment is maintained in the CRC for all staff, volunteers and visitors.
  • Other related duties as assigned.

Critical Relationship Management:

Internal:

  • Reports directly to the Divisional Secretary.
  • Works in close cooperation with the CRC Operations Manager for the efficient delivery of support services to the ministry units.
  • Liaise with Divisional Headquarters personnel as required.
  • Communicates and works in cooperation with Divisional Development staff in the management of donor relations as it relates to CRC.
  • Communicates regularly with Ministry Unit leads to ensure the CRC is providing the proper resources for their programs.

External:

  • Represents The Salvation Army on the following boards:
    • Christmas Bureau of Edmonton (or committees thereof),
    • The Edmonton Gleaners’ Association (Edmonton Food Bank),
    • others as assigned by the Divisional Secretary and/or Divisional Commander
  • Member of a service club if deemed to be appropriate
  • Vendors and Suppliers
  • Donors as it relates to gift-in-kind donations.

MANAGERIAL/TECHNICAL LEADERSHIP RESPONSIBILITY:

  • This position reports directly to the Divisional Secretary.
  • This position is responsible for the direct supervision of the CRC Administrative Assistant/Volunteer Coordinator.

FINANCIAL AND MATERIALS MANAGEMENT:

  • Assists with the budget and fiscal management of resource procurement.
  • Accountable to ensure kettle money is counted regularly and the entire money handling process in adherence with TSA policies.
  • Approval for expenditure up to $5000.
  • Accountable for adherence to budget as it relates to procurement of supplies.

WORKING CONDITIONS:

  • Working environment is in the Community Resource Centre with regular travel to ministry units, vendor and donor locations as required.
  • The Resource Manager is expected to work some extended hours as well as some early mornings, evenings, and weekends to meet the demands of the position (particularly during the Christmas season). As such, ability to be flexible in work hours and willingness to adjust hours of work to meet work demands is a requirement of the job.
  • Travel within Edmonton.
  • Occasional travel within division.

Education, Qualifications and Certifications:

  • Minimum completed two years community college in business administration or related field.

Experience and Skilled Knowledge Requirements:

  • Three to five years’ experience in purchasing, donor relations or fundraising would be an asset.
  • Experience in the supervision and management of employees and/or volunteers.
  • Has a working knowledge of the Operating Policies of The Salvation Army.
  • Demonstrated understanding of non-profit funding principles.
  • Working knowledge of employment legislation, regulations, codes, by-laws, and licensing requirements in order for the ministry unit to operate safely, properly and legally.
  • Respect and understanding of The Salvation Army - its mission, culture, and values.

Alternative levels of education and experience may be considered.

Skills and Capabilities:

  • A high level of integrity, good communication, interpersonal, organizational, financial literacy, decision making and time management skills.
  • Good public relations skills.
  • Ability to deal effectively with business leaders and professionals.
  • Ability to establish and build healthy working relationships and partnerships with stakeholders.
  • Ability to work collaboratively in a team environment and independently when required.
  • Strong commitment to the Mission Statement and values and beliefs of The Salvation Army.
  • Strong attention to detail and ability to read, interpret and apply rules and regulations specific to each proposal.
  • Computer proficiency.
  • Valid driver's license and a current driver's abstract that is satisfactory to The Salvation Army, in its sole discretion, is required.
  • A satisfactory Criminal Record Check and Vulnerable Sector Check will be required for this position.

This is a permanent full-time position at 40 hours per week. Target pay range is $27.60 - $34.50 per hour.

Compensation:

The target hiring range for this position is $27.60 to $34.50 with a maximum of $41.39.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
