About the EngagementThe Business Transformation Architect (UX Designer/Researcher) will support the digital transformation of Transport Canada's marine safety and security applications. Working across the MITRACK 2.0, PCOCS, and Vessel Registry System workstreams, this role leads user research, UX/UI design, accessibility compliance, and supports development teams with design artifacts and technical guidance. Resources will embed in Agile delivery teams and participate in full sprint ceremonies.
Key Responsibilities Key Responsibilities User Research & Requirements
- Gather business, technical, and user requirements through stakeholder interviews, workflow analysis, and objective definition
- Conduct user interviews, surveys, and heuristic evaluations; consolidate findings into actionable insights
- Use design research deliverables (journey maps, personas) to facilitate discussions with product owners and development teams
- Assess program usability and provide expert recommendations for improving user experience based on data and analytics
UX/UI Design & Accessibility
- Develop UI/UX design specifications ensuring full compliance with WCAG 2.1 AA accessibility standards
- Create wireframes, mockups, high-fidelity prototypes, and design assets using the Canada.ca Design System
- Define user workflows and interactions; ensure consistency with product requirements and GoC Digital Standards
- Produce storyboards, design artifacts, mock-ups, and research artifacts that are user-centric and consider system architecture
Development Support & Testing
- Support development teams with UX artifacts, design guidance, and implementation recommendations
- Support front-end and back-end component development; assist in implementing APIs and third-party integrations
- Perform usability testing, heuristic evaluations, and validate design decisions against real user scenarios
- Conduct UAT planning and execution; support bug fixing and design reviews to maintain quality
- Support configuration of CI/CD deployment pipelines, staging/production environments, and deployment verification
Agile Participation & Continuous Improvement
- Participate fully in Agile ceremonies (stand-ups, sprint planning, sprint reviews, retrospectives)
- Coordinate requirements with product owners, update DevOps boards, and prioritize tasks
- Define user stories, complete assigned backlog items, and adjust tasks based on user research insights
- Dedicate sprint time to coaching and mentoring junior and intermediate designers
- Participate in TC Design Community of Practice; share lessons learned with the broader team
Post-Launch Support
- Gather user feedback, monitor feature adoption, and iterate on enhancements
- Address urgent accessibility and usability issues; support implementation of security patches and regulatory compliance updates
- Track usability over time to identify risks and ensure continuous improvement
- Align UX goals with the product roadmap and communicate UX improvements to stakeholders
Deliverables include: Requirements documents (business, technical, user), Stakeholder Interview Summaries, User Research Reports, UI/UX Design Specifications (WCAG 2.1 AA), Wireframes/Mockups/Prototypes, User Journey Maps, Usability Testing Reports, UAT Plans, Test Cases and Results Logs, UX Improvement Logs, Usability Monitoring Reports, and User Feedback/Enhancement Roadmaps.
Mandatory Qualifications Candidates must demonstrate experience as a B.7 Business Transformation Architect, Level 3, and provide two (2) project examples within the last seven (7) years where they successfully performed ALL of the following:
- Developing high-fidelity wireframes and prototypes that align with user needs, regulatory requirements, and technical feasibility
- Conducting usability testing with detailed reports highlighting pain points, areas for improvement, and actionable recommendations to improve user experience
- Producing design plans that include storyboards, mock-ups, prototypes, design artifacts, and research artifacts that are user-centric and consider system architecture
For each project example, the résumé must clearly identify: (i) the client organization name, (ii) the dates and duration of engagement (month/year start and end), and (iii) a project title and description of the scope of services demonstrating the tasks above.
MRC2 – Education: Candidates must hold a post-secondary degree, diploma, or certificate in a related field from a recognized Canadian institution (per CICIC). A copy of the credential must be provided.
Language: Fluent English (written and oral); must communicate without assistance and with minimal errors.
