Qulliq Energy Corporation

Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory's communities.

Project Manager, AlternativeRenewable Energy (QEC-25-047)

Iqaluit, Nunavut (3 positions – 2 indeterminate, 1 term)

Reporting to Manager, Electrical Distribution Planning, the Project Manager, AlternativeRenewable Energy is responsible for the integration of renewable and alternative energy resources into QEC's energy mix. The incumbent is accountable for the implementation of the QEC alternative energy initiative and overseeing project completion. The Project Manager provides technical evaluations and project management of all 3 programs (NMP, CIPP and IPP).

The Project Manager also conducts research and coordinates with other jurisdictions and utilities for developing the energy management plan and program for the Corporation to meet its mandate for reducing dependency on imported fossil fuels

This competition is to fill 3 vacancies, two on an indeterminate basis, and the third vacancy will be offered as a term ending March 31st, 2029.

Duties and Responsibilities:

  • Technical engineering evaluation of new applications (NMP, CIPPIPP). Coordinate with consultants for conducting studies and detailed engineering.

  • Technical project management of CIPP and IPP programs from interconnection study phase through detailed design and commissioning to project closeout.

  • Manage document control, tracking, and recording of contracts, understanding of contractual requirements and communication with external and internal parties.

  • Work with external parties to evaluate their projects with our internal engineering resources.

  • Develop cost estimates for QEC recovery from CIPPs and IPPs.

  • Liaise with Operations to ensure coordination, especially during detailed engineering and commissioning.

  • Work with other members of Energy Management Department and Engineering Department for Renewable and Alternative Energy Projects.

  • Technical reporting of projects, AEF, CERRC and other current Federal programs both internally and externally.

Required Qualifications Include:

  • An engineering academic degree preferably with a discipline in electrical engineering
  • 3+ years of experience working in power and/or renewable industry on complex projects including project management, coordination or oversight

Assets:

  • Strong knowledge of provincial and Canadian legislation regarding renewable energy development an asset.

  • Project management experience with capital projects in renewable energy, energy infrastructure, environmental infrastructure is an asset.

  • Experience in Utility sector is an asset.

  • Experience in recording and preparation of technical documentation an asset.

  • Knowledge of Nunavut, the land, language, and culture.

  • The ability to communicate in Inuktitut, Inuinnaqtun and/or French.

A combination of education and equivalent experience may be considered.

We offer a competitive starting salary range of $108,940.92 to 128,205.91 and a northern living allowance of $16,008.00 per annum. We also offer a comprehensive benefits package, including a defined-benefit pension program. In addition, subsidized staff housing is available for this position. This position is included in the Nunavut Employee's Union.

Preference will be given to Nunavut Inuit.
