Duties

CR-04
Provides administrative support services to managers within the specified Research Center, Integrated Services Directorate.

Provides clerical support services in one (1) or more areas of finance, procurement, travel, records management, scheduling, minutes, mail and reception and other related tasks.

Processes transactions in one (1) or more administrative area such as purchasing and finance.

Inputs financial transactions into the Department’s automated financial system and resolves discrepancies and other problems; and/or verifies and processes accounts payable invoices, matches and reconciles supplier invoices to purchase orders and credit card statements; and/or procures low value goods and services.

CR-05
Provides financial and/or procurement clerical support and advice to an assigned client portfolio, which includes the processing of transactions for accounts receivable and payable, procurement of goods or services, Special Purpose Accounts, revenue, collaborative agreements, travel, as well as related budgetary tracking and reporting.

Executes financial administrative processes for large or complex/problematic portfolios.

Researches internal/external sources or service providers to resolve difficult problems in processing, procurement and contracting issues or conformance.

The Corporate Management Branch is responsible for providing support through the provision of timely, accurate and relevant information, services, advice, and guidance.

Intent of the process

The immediate need to staff is for two positions:

  • CR-04 Term (Determinate)

  • CR-05 Anticipatory

This staffing process may be used to staff various positions, or equivalencies, for which the duration of employment, language and security requirements, conditions of employment and work locations may vary according to the position to be staffed.

A pool of qualified and partially qualified candidates may be established.

Note: Other qualifications (Experience/Knowledge/Abilities/Competencies) relevant to the position being staffed may be added and assessed.

EDUCATION - STREAM 1 (CR-04) AND STREAM 2 (CR-05):
Successful completion of two (2) years of secondary school or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE - STREAM 1 (CR-04) AND STREAM 2 (CR-05):

Experience providing program support, including two (2) or more of the following:

  • Applying policies or procedures;

  • Troubleshooting;

  • Providing information or policy interpretation to internal or external stakeholders;

  • Other program specific related duties.

Experience using Microsoft Word, Outlook and Excel.

Stream 1 (CR-04):
Experience providing the following administrative or information management support services in an office environment: Provide at least three (3) or more of the following:

  • Data entry;

  • Preparing correspondence, reports, or documents such as but not limited to minute taking or drafting emails;

  • Scheduling and planning meetings and events;

  • Documenting management and maintenance of electronic or hard copy records;

  • Fleet management;

  • Reception;

  • Processing mail or shipping and receiving.

Stream 2 (CR-05):
Experience in the delivery of services or advice to managers or clients in one (1) or more of the following areas:

  • Finance;

  • Procurement;

  • Human Resources;

  • Policy.

Experience using a financial management system for tracking, processing, and verifying financial documentation such as invoices, expenditures, commitments, or acquisition card purchases.

Graduation with a High School Diploma.

Degree equivalency

EXPERIENCE - STREAM 1 (CR-04) AND STREAM 2 (CR-05):
Recent* experience in the use of integrated financial systems such as but not limited to: SAP.

  • Recent is defined as experience gained within the last three (3) years.

Experience working in a client-based environment.
Experience or training in providing administrative support services in an office environment for a manager, team, or project.

  • Knowledge of administrative services* delivery.

  • Knowledge of federal government policies and legislation regarding finances, procurement, administration and human resources (e.g., FAA, PSEA, TBS policies).

  • Administrative services may include but is not limited to financial management, salary management, document control, records management, procurement and contracting, asset management, mail, fleet management, acquisition cards.

Ability to use Microsoft Office applications such as PowerPoint, Excel (ie: pivot tables) at an advanced level.

Ability to provide advice and services on financial planning, budgeting, reporting including analyzing and reconciling financial data and preparing reports for managers or budget holders.
