Halifax Regional Municipality is inviting applications for the permanent, full time position of Manager, Strategy & Portfolio in Information Technology.

Reporting to Director, Strategic Planning & Delivery, the Manager, Strategy & Portfolio (SP) is a corporate thinker and customer focused with strong portfolio management and strategic planning abilities. The Manager, SP leads the development and implementation of the IT portfolio, prioritizing IT projects and managing the performance of the portfolio. This position works closely with Business Relationship Managers (BRM) to understand the business unit strategies and to ensure alignment with the IT strategy and priorities.
The Manager, SP will lead the preparation of the IT annual Capital budget, working closely with IT and business units. The Manager, SP provides oversight for the development of business cases related to new requests from the business.
Leading the IT triage process, the Manager, SP works with BRMs and IT to review and triage requests from the business units related to technology and process improvements and to effectively move them forward through the IT demand stages.
This position requires strong knowledge of existing business services and business processes, complemented by expert knowledge of process redesign. The ability to seek innovative approaches to business problems using technology or process redesign is key to this role.

QUALIFICATIONS Education and Experience:
- Degree in Computer Science, Business Administration, Public Administration or a related field;
- Minimum eight years of experience in:
- Project Portfolio preparation, management and reporting
- Project delivery across full project lifecycle in role as project manager or senior business analyst
- IT service delivery / operations environment where best practice processes have been implemented
- Minimum five years of experience in:
- Strategic planning and or business planning with strong abilities to build relationships
- Preparation of Opportunity Assessments, Business Cases and Fit Gaps working with IT, the business and others
- Process/standards implementation experience, including process improvements preferably in an Enterprise-level IT environment
- Managing resources to meet goals across projects or initiatives
- Developing effective and efficient solutions to complex problems
- Preparing briefings and presentations for senior management
Technical / Job Specific Knowledge and Abilities:
- Expert knowledge in client/business relationship management, delivering presentations to senior management and negotiating formal agreements with clients and vendors
- Expert facilitation skills that can be leveraged for workshops with senior management and clients
- Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of customer trust and confidence
- Expert research and business requirement (needs analysis) gathering skills
- Thorough knowledge of IT best practices including but not limited to IT service planning, service management, portfolio/program/project management, systems development lifecycle
- Applied knowledge in the development of frameworks and standards
- Applied knowledge of project planning, estimation, Gantt charts, tracking and escalation techniques
- Expert written and oral communication skills; strong proficiency with Microsoft Office tools
- Knowledge of public sector policies, procedures and key processes. (i.e.; business planning, operating/capital budget, procurement)
- Expert knowledge and experience in IT capital budget processes and yearly submission activities
**Security Clearance Requirements:**Applicants may be required to complete an employment security screening check.

**SALARY:**NU09 on the non-union salary scale; $104,000 - $122,356. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
