Reporting to the Manager, Human Resources, the Human Resources Consultant (HRC) provides a complete range of proactive and responsive human resources services in a team consultation environment. The HRC is responsible for managing the day-to-day delivery of human resources services and is a known, supportive, and available resource to the management team, employees, and internal stakeholders of Pembroke Regional Hospital. The HRC is responsible for providing consultative services to management on a variety of issues related to collective agreements, organizational practices, and legislative requirements as they relate to recruitment, pension and benefits administration, and the interpretation of policy and procedures. The HRC is accountable for coordination and/or implementation of departmental projects and activities that support the vision, mission and strategic direction of the Hospital. The HRC participates in department and Hospital-wide activities and programs that model and promote a safe and healthy client-centered environment that contribute to quality improvement and risk management initiatives.

REQUIREMENTS:

Education:

  • Minimum three (3) year diploma with specialty in Human Resources or related field

  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements

  • Certified Human Resources Professional (CHRP) designation an asset

Experience:

  • Minimum three (3) years’ progressive experience in Human Resources functions in a unionized environment
  • Experience guiding stakeholders on collective agreements and corporate policy as it relates to recruitment and benefits and employment standards
  • Recent related experience in a unionized environment developing and interpreting policies, collective agreements and relevant legislation, and first level grievance handling
  • Experience in a healthcare an asset
  • Bilingual French/English an asset

Skills and Abilities:

  • Excellent communication, report-writing, critical thinking and people relations
  • Strong technical knowledge including: Microsoft Office suite, HR Information System, internet applications
  • Knowledge of employment legislation and current employment best practices
  • Ability to successfully manage multiple priorities; while maintaining a strong client service focus
  • Excellent planning, organizational, prioritization, and time-management skills
  • Demonstrated practical knowledge of application of related employment and labour legislation (e.g., Human Rights Code, WSIB, AODA, ESA, and OH&S Act), policies, procedures, protocols, processes and collective agreements Must have demonstrated ability to meet the attendance standards of the Hospital

RESPONSIBILITIES:

  • Participates in various tasks related to recruitment such as: development of recruitment initiatives and interview tools, identification and discussion of needs, post non-union and unionized jobs according to collective agreements, create and advertise job postings, shortlisting, development of screening and selection tools, creating interview questions, selecting advertising tools/processes, liaising with external advertising agencies, leading the interview process, review seniority lists for unionized jobs, completing reference checks (in collaboration with the HR Assistant) and providing feedback to candidates
  • Provides advice and guidance to managers regarding employee concerns within employment life cycle in collaboration with the HR Manager
  • Assists in the development of reports in the human resources information systems
  • Maintains a thorough understanding of the organization’s goals and direction, and the department’s goals that support this direction
  • Participates in the recruitment, onboarding, placement and recognition of volunteers
  • Represents Human Resources on committees and focus groups within the Hospital as required
  • Leads the planning, coordination and carrying out of events related to employee engagement; long service and retirement recognition, volunteer appreciation, etc.
  • Responds to employee queries and provides guidance when needed
  • Proactively evaluates and presents suggestions for new human resources programs, policies or procedures
  • Other duties as assigned
