Manager, Facilities and Maintenance
About the role
The Federal Bridge Corporation Limited (FBCL) is a Crown corporation responsible for overseeing the Canadian federal interests in four international bridge crossings between Canada and the United States. Its mandate is to provide the highest level of stewardship so that the international bridges and associated structures are safe and efficient for users. FBCL owns, manages and operates international bridges and associated structures in Sault Ste. Marie, Point Edward, Lansdowne (Thousand Islands) and Cornwall, Ontario.
Summary
Reporting to the Director, Maintenance and Asset Planning the Manager, Facilities & Maintenance transitions strategy into tactical objectives by planning, directing, and managing operations, repairs and preventative maintenance of FBCL’s assets. These assets include the Canadian-owned spans of the Blue Water Bridge, truck ramp, Toll Plaza, associated buildings, facilities and infrastructure. The Manager further maintains work systems, procedures and policies in compliance with the asset management program and performance targets. The incumbent ensures the maintenance of a safe, fully inclusive culture that embodies the values and ethics of the Corporation with a focus on quality, continuous improvement, employee retention and fiscal responsibility
Duties and Responsibilities
Bridge, Infrastructure and Facilities Management 40%
- Leads maintenance operations, departmental budgeting, and financial management in accordance with FBCL policies and procedures;
- Oversees the repair, maintenance, inspection, and preventive maintenance of bridges, facilities, machinery, equipment, and electrical and mechanical systems;
- Administers vendor contracts and supports tactical asset management plans to achieve performance, quality, and cost targets;
- Improves business processes, monitors departmental productivity and key maintenance metrics, and prepares reports to track results and strategic goals; and,
- Coordinates with departments, stakeholders, and Health & Safety to maintain effective communication and enforce safe work procedures for employees and contractors.
People Management 25%
- Leads, coaches, and develops staff while fostering a workplace culture aligned with the Corporation’s mission, vision, values, and policies;
- Oversees hiring, onboarding, training, and development planning, while delegating effectively and supporting knowledge sharing and documentation;
- Promotes teamwork, inclusivity, and collaboration, and works with direct reports to set performance and development goals.
Procurement, Asset Management and Administrative Functions 20%
- Prepares contracts, specifications, requisitions, requests for proposals and quotations for maintenance, capital projects, and equipment purchases;
- Supports procurement and vendor management by coordinating purchase orders, participating in supplier and contractor selection, and administering contracts in accordance with FBCL policies;
- Administers the work order, inventory, and supply systems, ensuring maintenance data is complete, tracked, and linked to the Asset Management system;
- Contributes to the Asset Management Program by supporting long-term capital planning, preparing recommendations for equipment and process improvements, and tracking performance metrics, discrepancies, and corrective actions; and,
- Maintains records and reports, orders required supplies and equipment, and documents and follows up on staff and workplace incidents.
Liaison/ Building Relationships 15%
- Communicates regularly with the team, leads structured department meetings, and participates in management meetings; and,
- Liaises with internal departments, stakeholders, and external partners to communicate impacts on traffic, operations, customers, and staff, including the FBCL Engineering Department, Canada Border Services Agency, Canadian Food Inspection Agency, Michigan Department of Transportation, and FBCL leaseholders and tenants.
Essential Qualifications
- Knowledge of electrical, mechanical or civil engineering normally acquired through postsecondary education combined with a minimum of six (6) years’ experience in engineering or maintenance supervision is required;
- Experience in planning, organizing, directing, controlling and evaluating activities of a maintenance department is required;
- Experience in procurement and tendering, including content and specifications creation, bid evaluation and contractor selection is required;
- Experience in human resources management, including the ability to manage teams and resolve conflict is required;
- Experience in budget preparation for capital and maintenance plans is required;
- Experience analyzing and interpreting applicable laws, regulations, and best practices in a facilities, infrastructure, engineering or maintenance environment is required;
- Experience interpreting engineering reports, drawings and contracts is required;
- Strong leadership, organization, communication and interpersonal skills is required;
- Ability to develop and communicate quality processes and procedures, and process mapping is required;
- Self-starter with ability to work under pressure and meet strict deadlines is required;
- Solid critical, analytical and solution-driven thinking skills and strong systems thinking ability is required;
- Knowledge of Asset Management / Asset Planning is an asset;
- Experience in managing major projects to completion and report writing is an asset;
- Possession of a valid G license and a valid passport is required;
- Eligibility for entry into the United States is required;
- Ability to obtain and maintain a Secret Security Clearance is required; and,
- Ability to demonstrate and maintain language requirement (English Essential) is required.
