The District is looking for an experienced and innovative professional to join our Development Services department as a Manager, Building and Inspections. As Chief Building Official , you will manage the operations of a busy department of 20+ staff engaged in permitting, inspection and plan review related activities while leading the transformation of the department away from paper based manual systems to digitized processes for plans submission and review (DAPR lead). You will be instrumental in the implementation of the District’s Community Energy and Emissions Plan (CEEP) taking a lead role in initiatives such as implementing the Energy Step Code, developing policy and bylaws for a sustainable approach to construction and demolition waste and exploring opportunities to promote low-carbon fuel-switching in existing buildings and tracking and reporting embodied carbon in new construction.

As a seasoned leader with exceptional communication skills and innovative ideas you will inspire collaboration, creativity and professionalism in your teams and provide key focus on process efficiency and service delivery. You will use your professional knowledge of the BC Building Code and other building regulations to provide technical input to the permit review and approval process, support inspections during construction and authorize final occupancy approval including resolving related disputes or issues.

You have thorough knowledge of construction best practices, building science and a proven ability to analyse, interpret, problem solve and make sound, reasoned and practical decisions on a range of complex and possibly contentious technical issues related to code and zoning. You have excellent interpersonal and technical report writing skills and the ability to deliver informative presentations to a range of stakeholders including senior management and Council. Qualifications

You have a University degree in Architecture or Engineering with a Professional designation or are a Registered Building Official and have a minimum of 10 years’ experience in progressively senior positions, in regulatory review and approval of all types of buildings (Part 3 and Part 9) and associated inspections, ideally within the public sector. A valid BC Driver’s Licence is required for this position, membership in BOABC (Level 3) or Exempt Professional under the Building Act.

Details

Salary: The annual pay range for this exempt position is $155,083.45 to $172,268.

Hours of Work: 35-hour work week.
