LOCATION: Board Administration Office, 1270 Pembroke Street West, Pembroke
HOURS OF WORK: 35 hours per week (100% full-time), 12 months per year
SALARY GRID: Salary will be commensurate with education and experience within the current pay band of $130, 287 - $141,433.
The District is seeking an experienced Human Resources (HR) Manager to join our team who can excel in a fast paced team oriented environment. Under the direction of the Superintendent of Employee Services, the HR Manager will provide strategic direction and leadership in the delivery of human resources services for the Board. The HR Manager will work as a business partner with Senior Management while leading and mentoring the human resources team to ensure operational goals and objectives are met.
SKILLS, QUALIFICATIONS AND EXPERIENCE:
- A post-secondary degree in Human Resource Management, Labour Relations and/or Business Administration with a speciality in Human Resources
- CHRL designation is preferred
- Minimum 7 years of progressive experience in human resources with a multi-union employer preferably in the education or public sector, including related management experience
- Comprehensive working knowledge of employment and labour legislation
- Experience in the interpretation, negotiation and administration of collective agreements, including grievance and arbitration processes
- Strong networking skills with internal and external partners
- Proven facilitation, conflict resolution and negotiation skills
- Experience with compensation, benefit and pension plans
- Supervisory experience with proven leadership, mentoring and team building skills
- Strong analytical, organizational, time management, interpersonal and communication skills
- Ability to use discretion, tact and diplomacy in dealing with confidential issues
- Commitment to a strong, publicly funded education system that supports student and staff achievement and well being
DUTIES AND RESPONSIBILITIES:

Responsible for the delivery of the full range of human resources services

Coordinate and facilitate the recruitment, staffing, on-boarding and termination processes
-
Provide key support and coaching to managers and supervisors on a wide range of issues and/or initiatives
-
Act as an integral member of the local management and HR teams
-
Provide oversight for absence and disability management
-
Develop organizational initiatives to meet long term and short term goals in support of the strategic direction of the organization
-
Develop, implement and maintain human resources policies, processes and procedures
-
Interpret and administer collective agreements; and actively participate in contract negotiations and grievance procedures
-
Leads talent management programs, including performance review cycle tracking, individual development plans, and succession planning
-
Manage special projects, chair committees, implement actions and report to the Board of Trustees
-
Establish and manage the human resources operational budget
-
Manage and promote positive employee relations environment
-
Perform other related duties as assigned by the supervisor

Travel within the District will be required. Occasional travel within the province will be required.

In addition, we have adult high schools and Programs for Alternative Learning (PAL) in Arnprior, Renfrew, Pembroke and Barry's Bay.
