Oil sands development is an important component of CNOOC International’s global portfolio. In Canada, CNOOC Petroleum North America has interest in more than 300,000 acres in the Athabasca region – one of the largest deposits of Canadian oil reserves, where we use technologically advanced production processes such as Steam Assisted Gravity Drainage (SAGD). Our Long Lake facility, located in northern Alberta just south of Fort McMurray, began producing in 2008 and is a SAGD-only operation for the interim, with production capacity of around 72,000 barrels of bitumen a day.

This position is a 12 months contractor role; the successful candidate will be onboarded through a third party contracting agency.

Your Background

  • Bachelor’s Degree in Electrical Engineering.
  • Professional Engineer (P.Eng.) designation in Alberta (or eligibility).
  • 10+ years of electrical engineering experience in oil sands, upstream, or heavy oil projects (brownfield experience preferred).
  • Strong knowledge of Canadian Electrical Code (CEC), CSA, IEEE, IEC, and other relevant standards.
  • Experience reviewing and approving EPC contractor deliverables and electrical vendor packages.
  • Hands-on experience with field verification, power system installation, and commissioning.
  • Familiarity with ETAP, SKM, or equivalent software for power system studies.
  • Strong communication skills and ability to work across multidisciplinary project teams.

Your Role with Our Team

  • Review and approve electrical engineering deliverables from EPCs/third-party contractors, including single-line diagrams, load lists, cable schedules, grounding studies, protection coordination, and electrical equipment specifications.
  • Ensure designs comply with company engineering practices, CSA/IEC standards, and applicable regulatory requirements (e.g., CEC, ABSA, AER).
  • Serve as subject matter expert for electrical systems in the project team.
  • Monitor contractor deliverables and schedules, ensuring alignment with project requirements and milestones.
  • Provide technical solutions for electrical issues that could delay project progress.
  • Perform site inspections and field verification of electrical systems, including substations, switchgear, MCCs, transformers, cables, and power distribution systems.
  • Address field engineering queries (RFIs) and provide practical resolutions.
  • Support preparation, review, and issuance of EWPs covering electrical scope, ensuring technical completeness and constructability.
  • Collaborate with construction and commissioning teams to support installation, energization, and start-up activities.
  • Ensure electrical designs and installations meet all safety, reliability, and environmental requirements.
  • Review vendor packages for motors, switchgear, UPS, VFDs, and other electrical equipment for compliance with project specifications.
  • Support FATs, SATs, and energization readiness checks.
