Duties:
The incumbent leads the development and implementation of a government-wide bilingual competency framework to strengthen French Language Services (FLS) delivery. This includes consulting with other jurisdictions, establishing French language proficiency standards and criteria, and standardizing linguistic testing and competency profiles. The position provides strategic advice and ensures alignment with legislative requirements and government priorities for active offer and service excellence.
Qualifications:
Essential:
- Post-secondary education in public administration, political science, Human Resources, business administration or related field. A combination or education, training and experience may be considered.
- Extensive experience in policy development, research, and program design.
- Strong project management skills with experience managing large projects, achieving results, and monitoring effectiveness.
- Strong knowledge of FLS legislation, active offer principles, and HR practices.
- Ability to work independently, show initiative and exercise excellent judgement in decision-making.
- Strong interpersonal skills with the ability to exercise political acumen, develop and maintain positive working relationships and inspire change.
- Excellent verbal communication skills in French
- Excellent verbal communication skills in English
- Excellent written communication skills in French
- Excellent written communication skills in English
