The Role

As our operations expand across Manitoba and Western Canada, ROHL is seeking a Senior Project Manager – Construction Operations to lead both project delivery and operational excellence. This role is responsible for overseeing major telecommunications and utility infrastructure projects while also driving improvements in profitability through the development and implementation of tools, processes, and best practices that ensure maximum efficiency.

The Senior Project Manager – Construction Operations will not only manage project execution but will also play a pivotal role in shaping how ROHL delivers work — establishing scalable systems that improve productivity, reduce costs, and create a repeatable, high-performing operations model.

Key Responsibilities

  • Oversee the full lifecycle of telecom and utility infrastructure projects from initiation through closeout.
  • Develop and optimize processes, tools, and reporting systems to improve operational efficiency and profitability across multiple projects.
  • Analyze project performance data to identify trends, inefficiencies, and opportunities for improvement.
  • Drive standardization of construction operations, ensuring scalable and repeatable project delivery models.
  • Lead cross-functional collaboration with field staff, subcontractors, vendors, and stakeholders to achieve operational excellence.
  • Oversee permitting processes, utility coordination, and compliance with regulatory requirements.
  • Proactively identify project risks and establish mitigation strategies.
  • Ensure accurate, timely project documentation and cost controls (budgets, schedules, change orders, contracts).
  • Mentor and develop project management staff in operational best practices.
  • Foster strong client and stakeholder relationships to support long-term business growth.

What You Bring

To be considered, candidates must be located in Winnipeg or the surrounding region, or demonstrate a willingness to relocate. You must also be legally eligible to work in Canada.

  • Post-secondary education in Construction Management, Civil Engineering, Telecommunications, or related field — or equivalent experience.
  • PMP certification (or equivalent project management/operations training) is required.
  • Minimum 5 years of progressive leadership experience in project management and construction operations within telecom or utility infrastructure; strong leadership, communication, and organizational skills.
  • Demonstrated expertise in construction operations management, with a proven record of implementing tools, processes, and systems that drive efficiency and profitability (e.g., job costing, schedule management, production tracking).
  • Experience delivering projects in compliance with Manitoba Hydro, Bell MTS, or municipal utility standards (preferred).
  • Strong knowledge of construction methodologies and large-scale infrastructure deployment.
  • Proficiency in project management and reporting applications (MS Project, Primavera) and operations/ERP tools (field data capture, asset management, job costing).
  • Valid Class 5 driver’s license and willingness to travel within Manitoba as required.
