Staffing and Recruitment Officer – QEC 26-008

Baker Lake, Nunavut

Reporting to the Manager, Human Resources, and based out of Baker Lake, Nunavut, the Staffing and Recruitment Officer is responsible for leading full-cycle, end-to-end recruitment processes for Qulliq Energy Corporation (QEC). The role ensures the prioritization of Nunavut Inuit (NI) applicants and full compliance with Article 23, the Government of Nunavut’s Priority Hiring Policy (PHP), and QEC’s internal policies and procedures throughout the staffing process.

As the first point of contact for prospective employees and new hires, the position plays a key role in promoting QEC as an Employer of Choice by delivering a positive candidate experience and representing the corporation at trade shows, career fairs, and community events.

Duties and Responsibilities:

  • Lead full-cycle recruitment using effective marketing and sourcing strategies to attract qualified candidates, prioritizing Nunavut Inuit, applying Inuit Qaujimajatuqangit (IQ) principles, and ensuring compliance with all territorial legislation while promoting QEC as an Employer of Choice.
  • Partner with and advise hiring managers on workforce needs, timelines, and policy interpretation to develop and post job descriptions; conduct screening, competency-based and behavioural interviews, selection, background checks, hiring, onboarding, and job evaluations to ensure pay equity and compliance.
  • Determine essential job qualifications and develop competency-based and behavioural interview questions in collaboration with interview panel members.
  • Coordinate cross-functionally with Facilities, Payroll, HSE, and Travel teams to support new hire travel, accommodation, relocation, and a positive onboarding experience.
  • Maintain accurate and complete recruitment and staffing records within ATS/HRIS and internal systems, ensuring all documentation (such as reports, organizational charts, trackers) is finalized before file closure.
  • Build and maintain external partnerships with educational institutions, industry professionals, and associations to strengthen QEC’s talent pipeline and employer brand.
  • Track, analyze, and report recruitment metrics (weekly, quarterly and yearly); provide insights and recommendations for continuous improvement and workforce succession planning.
  • Champion QEC’s commitment to Article 23 and advance Inuit employment initiatives, including apprenticeship, leadership development, and employee career development planning.
  • Ensure quality, consistency, and compliance across recruitment practices in alignment with QEC policies, the Government of Nunavut HR Manual, applicable legislations, and the collective agreement.
  • Perform other closely related tasks as assigned.

Required Qualifications Include:

  • Bachelor’s degree with a concentration in Human Resources.
  • Minimum of four years’ (4) experience in leading full cycle recruitment, policy interpretation and new hire onboarding from start to finish in a government and/or public sector environment.
  • Recent working experience in a unionized environment.
  • Working proficiency in using MS Office applications with an emphasis on Visio and Excel, HR Information System (HRIS) and Applicant Tracking System (ATS).

Assets:

  • Professional designation as a Registered Professional Recruiter (RPR), Chartered Professional in Human Resources (CPHR), an asset.
  • Knowledge of Nunavut, the land, language, and culture an asset.
  • The ability to speak Inuktitut, Inuinnaqtun and/or French an asset.

This position of trust and as such, the successful candidate must be willing to submit and pass a criminal records check.

We offer a competitive salary range of $114,161.22 to $133,351.19, and a northern living allowance of $24,767.00 per annum. We also offer a comprehensive benefits package, including a defined-benefit pension program. Subsidized staff housing is available. This position is not included in the Nunavut Employee’s Union.

Preference will be given to Nunavut Inuit.
