Policy Advisor - Existing position

Band: 2 - $53,188.34 - $66,485.42 **Compensation is aligned with internal equity and market benchmarks. In limited circumstances, offers above the posted range may be considered for candidates with exceptional qualifications or highly specialized expertise**

This role, as with all positions at ITK is 100% in-office, requires being in the office full-time at 75 Albert Street, Ottawa, ON.

JOB SUMMARY

Under the direction and supervision of the Manager, Policy Advancement, the Policy Advisor supports the coordination and implementation of policy and project activities to ensure goals and objectives are achieved within established priorities, timelines, and funding conditions. The Policy Advisor contributes to the development of project plans, research, and policy analysis, and exercises sound judgement in carrying out assigned responsibilities while collaborating with internal and external stakeholders.

Specific files could potentially include, but not limited to, the following:

  • National Inuit Youth Council

  • Education

  • Inuktut

KEY ACCOUNTABILITIES

PLANNING

  • Prepare proposals for Departmental projects and new initiatives;

  • Assist in the development of project plans;

  • Coordinate or support project working groups;

  • Participate in departmental operational and project planning; and,

  • Conducting feasibility and background research.

POLICY

  • Conduct research and support internal and external consultations, including with Inuit organizations;

  • Assist in the development and analysis of departmental policies;

  • Support the design and implementation of regional consultations and research projects

COMMUNICATION

  • Prepare and deliver presentations to working groups, Executive and ITK Board of Directors, as required;

  • Draft briefing notes, business cases, reports, studies and other documents;

  • Assist the Manager in liaising with National, Regional Inuit Organizations and other agencies for the continued operation of the files

ADMINISTRATIVE

  • Maintain policy, project and research records and systems;

  • Compile regular reports on program and project activities;

  • Support budget planning by gathering, analyzing, and summarizing program data;

  • Prepare reports, records, tables and supporting documentation

Performs other duties as assigned.

KEY CONTACTS

  • Nurture a high-performance environment within national level working groups and committees. This will include task forces or working groups struck from time to time with Government Departments;

  • Attend meetings and conferences or committees as required;

  • Work as a team member with other Policy Advancement staff, with officials of Inuit organizations, funding institutions, and other agencies both government and private

QUALIFICATIONS

KNOWLEDGE AND SKILLS

  • Team player, self-motivated and directed;

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and standard office tools;

  • Strong organizational,analytical, and problem-solving skills;

  • Ability to research, interpret, and apply policy, legislation and regulations;

  • Effective oral and written communication skills;

  • Cultural awareness and sensitivity to Inuit communities and priorities;

  • Must have excellent oral and written communication skills (primarily in English; Inuktitut and/or French an asset);

  • Knowledge and understanding of Inuit land claim agreements are an asset;

  • Hardworking and committed to coordinating, delivery, organizing, and administering the policies and files;

  • Excellent communications and interpersonal relationship skills

EXPERIENCE

  • Any combination of education and experience providing the required skill and knowledge for successful performance.

  • Three to five years’ work experience performing policy work, or administrative work related to the tasks assigned to this position

EDUCATION

  • Completion of Grade Twelve, with relevant post-secondary education or equivalent experience considered an asset

OTHER INFORMATION

  • Work is complex;

  • Operational direction is provided by the supervisor;

  • Makes project and program recommendations to the Manager;

  • Consequence of error could impact on operational success;

  • Occasional travel and meetings;

  • Politically sensitive issues may become stressful; and

  • Frequent short notice deadlines.
