About the role

The Right of Way Activity Technologist is responsible for assisting in implementing the Right-of-Way Construction Activity Permit (ROWCAP) program, reviewing requested Temporary Traffic Control (TTC) plans, reviewing existing work zones compared to requested work, updating GIS data for work zone and generating responses and reviewing resident inquiries on temporary traffic control plans and work zones.

Key Responsibilities:

  • Review, evaluate, comment and request revisions on all ROWCAP applications to ensure proposed activities impact traffic operations as minimally as possible while maximizing infrastructure preservation
  • Determine and consult to confirm that utility line assignments are valid
  • Analyze, comment, and request revisions for improvements to the effectiveness and efficiency of temporary traffic control plans; provide information and comments to consultants, contractors, public and other departments related to municipal transportation rights-of-way
  • Analyze existing plans and activities to make recommendations for improvement to the effectiveness and efficiency of temporary traffic operations
  • Coordinate with Planning and Development Services staff that Development Agreement or Development Permit conditions are being adhered to
  • Compose road closure notifications for entry into County Traffic Disruptions (TRUMBA) system for public alerts with respect to traffic restrictions
  • Conduct quality assurance on active construction sites focusing on adherence to approved ROWCAP
  • Coordinate with Enforcement Services for legal enforcement in situations of non-conformance
  • Liaise with the public and other internal departments regarding rights-of-way activities
  • Review ongoing construction activity to ensure appropriate communication and stakeholder engagement is being completed Schedule and complete inspections of all reclamation, as approved in ROWCAP permit conditions

Qualifications and Skills:

  • Diploma in Civil Engineering Technology with a minimum of two years of related traffic operations, temporary traffic control, and/or roadway construction experience
  • Working towards a professional accreditation as a C.E.T. with the Association of Science and Engineering Technology Professionals of Alberta (ASET) would be considered an asset
  • Active certification in Alberta Temporary Traffic Control from Alberta Construction Safety Association is preferred
  • Level 1 certification with the International Municipal Signal Association (IMSA) in roadway markings and signing would be an asset
  • Excellent knowledge of the Traffic Safety Act, Transportation Association of Canada’s Manual of Uniform Traffic Control Devices of Canada (MUTCDC), Alberta Transportation’s Traffic Accommodation in Work Zones, Strathcona County’s Traffic Bylaw and Right-of-Way Construction Activity Manual
  • Extensive knowledge of temporary traffic control and construction standards
  • Strong problem-solving skills with the ability to make decisions within the established methodologies and specifications
  • Excellent interpersonal and communication skills (written and verbal)
  • Strong attention to detail and analytical skills
  • Ability to work collaboratively within a team environment Proficiency in AutoCAD, ArcGIS, and the Microsoft Office suite

Conditions of Employment:

Valid Alberta Class 5 Driver’s licence and submission of a 5-year Driver’s Abstract with less than 7 demerits
