About the role

Under the direct oversight of a licensed professional (LP), the Traffic Engineer-in-Training will support the review, analysis, and oversight of design and construction for traffic signal projects across Edmonton. This position will utilize strong problem-solving and communication skills to identify and provide input to the LP to coordinate Traffic Signal projects as well as help manage Traffic Signal project design and construction activities. The Traffic Engineer-in-Training, under the direct oversight of an LP, will plan and oversee all aspects of a project to meet project goals on time and within budget, adhering to accepted engineering principles, practices, and design standards.

What will you do?

  • Work under the supervision of Traffic Signal Project Engineers and supervisors to plan and oversee all aspects of traffic signal projects, ensuring goals are met on time and within budget, adhering to accepted engineering principles, practices, and design standards
  • Create scopes of work in collaboration with and for review by a Project Engineer
  • Assist with project budgeting and cost management, including budget, estimate review, change order review, and project close-out
  • Help develop, prepare, and/or peer review engineering plans and designs for traffic signals
  • Prepare functional specifications and create timing designs for new traffic signal and traffic control equipment layouts, which will be reviewed by a Project Engineer or supervisor
  • Under the direct oversight of a licensed professional (LP), to identify the appropriate type of control as part of the annual Capital Signals Program, review and complete traffic signal design timings, review design layout drawings
  • Identify and prioritize locations requiring improvements and assist with coordination to minimize on-street construction impacts
  • Under the direct oversight of an LP, review and comment on circulating plans from other City Departments (e.g., Integrated Infrastructure Services)
  • Assist in the review of traffic engineering studies related to the traffic signal system
  • Analyze and assist with addressing traffic operational improvements by conducting traffic engineering analysis of the transportation system (e.g., traffic signal coordination, detour timings)
  • Determine methods to improve traffic movement and conduct assessments to improve safety at signalized intersections, including field checks as required
  • Conduct field surveys and assessments to determine functional requirements for new signals and signal upgrades (e.g., delay assessments) which may be required to be scheduled outside of normal business hours
  • Prepare comprehensive responses to inquiries received from the public, external partners, and other City staff, for review by an LP
  • Assist with responses to inquiries received from members of Council
  • Perform other related duties as required

Qualifications:

  • Bachelor’s Degree in Civil Engineering from a recognized university - preferably with coursework in transportation planning, traffic operations, and transit and traffic engineering
  • Experience related to strong project coordination skills, including an understanding of project management methods and techniques, and experience working with municipalities
  • Must be registered as an Engineer in Training (EIT) with APEGA (in good standing) and working towards a Professional Engineer (P.Eng) designation. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment

Assets:

  • Experience or familiarity with transportation related software applications

Skills required for success:

  • Knowledge and work experience in project management and construction management skills
  • Knowledge of City and Transportation Association of Canada guidelines and standards
  • Excellent written and verbal communication skills needed to effectively communicate with a wide range of both technical and non-technical parties
  • Proven planning, organizational, and problem-solving skills, with the ability to exercise sound engineering judgment and make appropriate technical recommendations

Conditions of employment & work environment:

  • Up to: 3 temporary full-time positions for up to 11 months
  • Hours of work: 40 hours per week, Monday - Friday
  • Salary: $34.563 - $42.011 (Hourly); $72,167.54 - $87,718.97 (Annually)
  • This position is eligible for the EDO program (Earned Day Off)
  • Valid Alberta Class 5 driver's licence (or provincial equivalent). Obtaining and maintaining a City Driver's permit is a requirement of this position
  • Applicants will be required to arrange their own transportation and where appropriate will be reimbursed in accordance with City of Edmonton policy. This may require the applicant to obtain business use auto insurance

Work Environment:

  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and office, and will require site visits and outdoor reviews at the construction site
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
