The Manager, Procurement Services is responsible for overseeing the procurement of goods and services needed to support business and operational requirements for all areas of the organization, including, but not limited to, construction, technology, operational services, consulting, and equipment / assets. This includes working in conjunction with the Legal team to ensure compliance with legal, Ground Lease, and other regulatory requirements governing the acquisition of goods and services by Edmonton Airports. This position is responsible for the leadership and development of procurement strategies and processes, and the contracts associated with awarded procurements, working closely with the Legal team on the negotiation, drafting, and finalization of contracts to meet customer objectives, minimize risk, reduce total cost, and maximize contract effectiveness. This role has strong cross functional linkages with all other strategic business units. 

What You’ll Do:

·      Provide input to the Director, Finance & Supply Chain’s plans and directions; ensure an appropriate understanding of Edmonton Airports and Supply Chain’s strategy throughout the Procurement Services team; ensure ongoing effective positioning and appropriate relationships between other positions in Procurement Services and the rest of Edmonton Airports.

·      Develop, implement, and review the Organization business plan within the context of Supply Chain Management’s strategy (including mission, vision, values, strategic positioning, operational plan, and resource plan).

·      Provide advice, direction and leadership on procurement strategies for complex projects.

·      Create and manage a high-performing team, including recruitment, mentoring, development, training, and performance management.

·      Lead the development, implementation and streamlining of procurement management processes to ensure compliance with policies, standards, sustainability objectives, and provide input on regulatory requirements and risk management.

·      Lead the development and implementation of effective procurement strategies in support of corporate business objectives that includes preparation of competitive bid documents to ensure significant market interest and quality responses, effective collaboration on negotiations of contract terms and conditions, and award of competitive processes consistent with Company policy.

·      Find, measure, and document cost savings goals, objectives and plans to realize opportunities and achieve cost reduction targets. Establish and manage performance metrics and dashboards.

·      Collaboratively identify and review risk exposure of proposals and procurement awards, providing recommendations for minimization of risk.

·      Work closely with vendors to achieve superior levels of performance in quality, delivery, cost management and service. Perform supplier analysis and develop and monitor performance metrics on key suppliers, including cost, quality, supply, service, sustainability factors, and adherence to timelines.

·      Ensure deliverables of direct report positions are aligned and integrated with the Organization’s strategies and plans and include performance what-by-when metrics. Identify the necessary budget requirements for the provision of common use corporate administrative goods and services so employees can efficiently carry out their day-to-day operations.

·      Communicate forecasts to and work with suppliers to leverage purchasing power, reduce costs and ensure quality and delivery meet company standards.

·      Demonstrate high performance, discipline, agility, flexibility, accountability, and focus, reflecting innovation, collaboration and creativity while being achievement oriented.

·      Demonstrate and lead a safety culture with incorporation of quality measures.

What Your Bring:

·      Commerce or Business diploma/degree; Supply Chain Management major, or Supply Chain designation (SCMP or equivalent) an asset.

·      8+ years demonstrated expertise in a leadership role in Procurement Services with relevant experience in related and varied industries.

·      Understanding of best practices in Supply Chain in relation to procurement policies and procedures, as well as the obligations imposed under regulatory and other requirements governing the acquisition of goods and services.

·      Advanced leadership, critical thinking, and organizational skills.

·      Demonstrated risk assessment management.

·      Has demonstrated the successful use of social processing skills at an inter-organizational level.

·      Application of relevant knowledge and technical skills to monitor adherence to Supply Chain Services policies and standards.

·      Experience in the development and use of sustainable procurement policies, processes and practices,

·      Advanced skills in ERP/MRP systems and data research.

·      Manage complex commercial discussions with third parties to facilitate purchasing decisions as required.

·      Excellent analytical and oral and written communication skills.

·      Ability to provide input into the drafting, review, and interpretation of procurement contracts with appropriate subject matter expert consultation and provide feedback to user departments. Recommend and develop strategic objectives for the Procurement Services team.

·      Knowledge in air service industry, construction, technology, and production industries is an asset.

·      Ability to secure and maintain appropriate airport security clearance and acceptable criminal record check is required.

SALARY: Commensurate with experience
