Posting Period: September 11, 2025 - September 22, 2025 Reporting to the Director, People Services, the Manager, Employee and Labour Relations is responsible for the day to day management of the Employee and Labour Relations functions. The manager will coordinate the efforts of the department team members and resources in order to deliver departmental and organizational priorities. The manager will provide leadership and direction to the staff, ensuring compliance with Human Resources policies and procedures, and employment-related legislation (Labour Relations Act, Pay Equity Act, Human Rights Code, Occupational Health and Safety Act, Workplace Safety and Insurance Act, Employment Standards Act, Hospital Labour Disputes Arbitration Act, etc.)

The Manager will provide timely, knowledgeable and professional employee and labour relations advice and services to departmental leaders at Providence Care The Manager is accountable for employee and labour relations activities including grievance replies and settlements, collective agreement interpretations and negotiations, maintaining positive employee relations, investigating and resolving workplace harassment incidents, and coordinating disciplinary actions and terminations as required. Within this role the Manager is accountable for contributing to the delivery of the Providence Care Hospital strategy and to the delivery of a high level of patient care in an efficient and cost-effective manner.

Skills And Qualifications Required

  • Master’s Degree, Industrial Relations or related graduate level education required, or equivalent combination of relevant education and experience may be considered
  • CHRP/CHRL designation considered an asset
  • Minimum of eight years progressively responsible experience in Human Resources, of which at least five are in a Labour Relations unionized work environment
  • Minimum two years management/supervisory experience or in a leadership role
  • Minimum of two years in a health care environment considered an asset

Position Responsibilities

  • Provides Providence Care leaders with expertise, advice and support with regard to Employee and Labour Relations matters, including grievance and arbitration, discipline, performance, attendance management and other conflict situations
  • Oversees the investigation of workplace complaints and incidents and ensures that Providence Care employees are treated equitably and that human resource programs are appropriately delivered
  • Facilitates the development and directs the implementation of changes or additions to Providence Care employee relations strategies, policies, programs, guidelines, employment contracts and legislation
  • Represents Employee and Labour Relations and the Organization as a member of the Providence Care Management Team in Collective Bargaining and other committees as necessary (eg. Employee Relations Committee, Hospital Advisory Committee)
  • Manages staff resources, ensuring appropriate balance of skills and capabilities, assessing service quality, providing performance feedback and discipline, prioritizing workloads and schedules, handling grievances and managing training and development needs
  • Monitors department effectiveness and individual performance in complying with service standards, working with the applicable functional staff to ensure that standards reflect ongoing quality improvement and responsiveness to changing needs
  • Ensures that services are effectively integrated with other administrative departments to provide the organization with coordinated human/information resources related services; creates measures to track quality of services, where appropriate
  • Ensures the integrated coordination, implementation and communication of collective agreement issues and initiatives in relation to Providence Care, other Ontario hospitals and the Ontario Hospital Association
