##Chief Administrative Officer

With the upcoming retirement of the current CAO, the Town of Oliver is seeking an experienced and community‑focused Chief Administrative Officer to become a part of our unique community and lead the overall management of municipal operations. The CAO ensures that Council’s policies, programs, and strategic priorities are effectively implemented, while providing informed advice and guidance on key municipal matters. Serving as the primary connection between Council and staff, the CAO plays a vital role in shaping Oliver’s long‑term strategic direction.

About the Town of Oliver Known as Canada’s Wine Capital, Oliver is home to more than 5,000 residents and supports a trading area of approximately 9,000. The community’s strong labour force, social services, infrastructure, and recreational amenities contribute to a healthy and active lifestyle, forming a solid foundation for continued growth. The Opportunity The CAO leads the senior management team, offering guidance, policy direction, and leadership to continuously improve organizational systems, practices, and people development. The role includes inspiring, mentoring, and fostering a positive corporate culture while overseeing the day‑to‑day operations of the municipality and a committed employee group of approximately 75 staff. The CAO ensures clear communication between Council, staff, governments, the union, boards, and community partners. The successful candidate will bring proven leadership in local government and experience managing municipal business affairs consistent with legislation, bylaws, and policies.

Qualifications

  • Post‑secondary education in public administration or a related field, or a senior executive certificate in Local Government Management in British Columbia.

  • Five to ten years within a senior management level, preferably within local government.

  • Ability to develop and maintain effective working relationships with elected officials, staff, community partners, and the public.

  • Demonstrated skills in team leadership that result in empowering staff to achieve their highest potential.

  • Interest in participating in local programs, services, and events to actively engage with the community.

  • Strategic, creative, and innovative thinking, with sound political, financial, and business acumen.

  • Thorough knowledge of relevant municipal legislation and local government best practices, including theCommunity Charter,Local Government Act, and strategic planning.

  • Excellent interpersonal and communication skills, including experience managing human‑resource matters and collective agreements.

  • Knowledge of community development processes.

Compensation This executive position offers a compensation range of**$168,500 to $199,500, a comprehensive benefits package and pension.**
